- SOURCES SOUGHT SYNOPSIS: AMION (BRAND NAME or EQUAL) Software License W9124J-17-Q-0100 THIS IS A Sources Sought Notice ONLY. On behalf of the United States Brooke Army Medical Center (BAMC), the Mission and Installation Contracting Command Center Fort Sam Houston, Texas is conducting a SOURCES SOUGHT SYNOPSIS (SSS) pursuant to FAR Part 10-Market Research. Interested sources should respond to the questions presented within this announcement. This notice shall NOT be considered a request for proposal, quotation, or an invitation for bid nor does responding to this SSS guarantee or exclude your participation in the forthcoming acquisition process. Any information provided by the Government under this notice is preliminary and may be updated or changed prior to release of the solicitation. The Government will NOT award a contract solely on the basis of this notice, nor will it be liable for any costs associated with preparing and submitting a response to this notice. All submissions will become Government property and will not be returned. In accordance with FAR 10.001(a)(3)(i), in order to determine if sources capable of satisfying the agency need exists, the Government will consider all SSS responses received, particularly those received from 8(a), HUBZone, SDVOSB, WOSB, or small businesses. Responses to this SSS permits the contracting officer, in accordance with FAR 19.203(c), to consider an acquisition for small business socioeconomic concerns (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs) and to consider a small business set-aside (see 19.502-2(b)). Small businesses, in all socioeconomic categories, are highly encouraged to identify capabilities in meeting the requirements at fair market prices. The information received from this SSS will be used by the Government as a preliminary planning tool for the purposes of obtaining information regarding the availability and capability of qualified businesses under the North American Industry Classification System (NAICS) Code 511210 "Software Publishers" with a size standard of $38.5 Million as measured by total revenues. A Firm Fixed Price (FFP) contract is anticipated. The anticipated period of performance is one Base Period of 12 months with three (3) 12-month option years. BACKGROUND: The Brooke Army Medical Center (BAMC), has a requirement for a license subscription to the AMION (BRAND NAME or EQUAL) Software application, to replace the existing scheduling system used at BAMC. The existing system is to be replaced to allow for interoperability between other hospitals and health networks already utilizing AMION by standardizing, sharing, and automating processes. The requirement for license subscription to the software application will include: automatic platform updates, help desk and customer service support. CURRENT REQUIREMENT: The Contractor will provide the license subscription for AMION (BRAND NAME or EQUAL) Software License, quantity of annual licenses required is 192. BAMC requires interoperability with other medical components in the local area. AMION is currently being used by the Surgery Department and Pediatrics Department at Wilford Hall, Inpatient Units: 2 South and 2 West, as well as Outpatient Clinics: Cardiology, Cath Lab, Pediatric Subspecialty, Multiple Disciplinary Trauma, and Emergency Department. BAMC needs the same system in place for the synchronization and interconnectivity of scheduling for all medical centers. Interoperability with AMION is required to maintain critical scheduling synchronization with other hospitals to avoid degradation in services to the care of patients. Software license system must be able to handle complex and simple schedules. The features required of this system must include: interoperability with AMION, organization of schedules, fielding vacation requests, filling assignments, and updating schedules. The system must also be HIPAA compliant to ensure security of data and allow for secure messaging communication for all staff. Delivery will be 1-3 days after contract award.
