Description
Department of State Contractors for a Program Fee Study Sources Sought Section A: Introduction This document is being issued to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10 and to identify vendors capable of performing the functions described herein. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the Government to conduct a solicitation for the below-listed services in the future. Respondents are advised that the Government will not pay for information submitted in response to this document, nor will it compensate respondents for any costs incurred in the development/furnishing of a response. The Government will not entertain telephone calls or questions. Section B: Background The Bureau of Educational and Cultural Affairs, Office of Private Sector Exchange, an organization within the U.S. Department of State, seeks to acquire contractors to conduct a program fee study that will analyze current activities related to the administration and oversight of the Exchange Visitor Program by the Office of Private Sector Exchange Designation (ECA/EC/D), including costs, performance metrics, and fees associated with ECA/EC/D's implementation of the requisite activities. The contractor will examine the current ECA/EC/D staffing plan. The contractor shall have expertise in policies and regulations of Federal Government operations relating to Public Diplomacy. Section C: Mission The Office of Private Sector Exchange Designation designates, monitors and partners with U.S. organizations, including government agencies, academic institutions, educational and cultural organizations, and corporations, which administer the Exchange Visitor Program (EVP), also known as the J-1 Visa program. The EVP is carried out pursuant to the Mutual Educational and Cultural Exchange Act of 1961, as amended, the Fulbright-Hays Act. Once private sector entities are designated by the Department (ECA/EC/D) as EVP sponsors, ECA/EC provides ongoing oversight and monitoring of the EVP sponsors, pursuant to EVP's governing regulations 22 CFR Part 62. ECA/EC is also responsible for overseeing and monitoring EVP sponsor program administration and ensuring sponsor compliance with the governing EVP regulations and other related statutes. The ECA/EC offices responsible for supporting the EVP are the Office of Private Sector Exchange Designation (ECA/EC/D), the Office of Program Administration (OPA) and the Office of Exchange Coordination and Compliance (ECA/EC/ECC). Section D: Scope of Capabilities The purpose of this Sources Sought is to assess the market capabilities of vendors in providing technical expertise, information and excellent skills and understanding of the requirements as described below. Functional Area 1 - Marketing: Sub-Areas for Marketing Support: • Good knowledge of determining the requirements • Determining availability of requirements • Ability to perform cost analysis Identification of all administrative processes undertaken by the office; Develop cost assessments for future processes or activities. Recommendations regarding the appropriate fee to be charged will be made and additional fees should be recommended if justified. Identification of full costs is expected as such term is defined by the Federal Accounting Standards Advisory Board (FASAB) and Office of Management and Budget (OMB) Circular A-25. Review, analyze and aggregate all costs associated with the office. Conduct a comparative analysis of the Office against like organizations and offices within the Department of State and the SEVP office within the DHS and determine if the organizational grade structure is appropriate to conduct the mission of the Office. Assess the existing staffing pattern and identify the current or future need for additional positions. Functional Area 2 - Customer Service: Sub-Areas for Customer Service Support: • Good knowledge of Federal Government operations • Expertise in USG Procurement policies • Understand the requirements • Competent, reliable, flexible, and can immediately resolve issues • Expertise in working with US Department of State public diplomacy programs • Provide excellent and high range of services and products Section E: Responses Interested respondents shall provide a statement demonstrating their capabilities of understanding the requirements and supplying ECA/EC needs. The statement shall include the respondent‘s approach to methodology, testing, analysis, and final reporting. The statement shall cover staffing capabilities in all or at least in two (2) or more of the functional support areas listed in Section C, and include evidence in providing services in the covered capabilities. Such evidence shall consist of work references and capability of the staff to provide an extensive knowledge of industry trends and services in the last three (3) years. Respondents must clearly list which functional areas and sub-areas they are responding to. Statements that are not specific and backed by evidence will not be considered. Respondents whose statements do not conform to the above requirements will be considered incapable. Instructions Responses should be submitted in Microsoft Word format and excluding attachments, and should not exceed ten (10) pages with Arial font greater than or equal to 11 pt.
