- A communications package receiver kit that downloads pictures and videos from an aircraft using a Vislink Kamelyon HDT-1000 digital video transmitter Salient Physical, Functional, and Performance Characteristics: The offeror is to provide Vislink HHT3 products or equals that are needed for communication kits. See the bulleted salient characteristics for each product listed below. If the offeror submits a proposal with equals, the offeror is required to provide the manufacturer's illustrations, drawings, photographs, technical data, and other supporting documentation with their offer. If the offeror takes an exception to the bulleted salient characteristics that they consider to be peculiar to one manufacturer, the offeror must submit their questions and comments no later than the specified solicitation question date. The Contracting Officer will make a determination if a solicitation amendment is required. Requirements for All Products • New Equipment Only - No refurbished products: Products are to be in original packaging, never used, and not altered in any way. • Warranty: All items are to be covered by the manufacturer's warranty and procured through a manufacturer approved distribution channel. Offerors must be able to document their ability to provide items through manufacturer approved distribution channels upon request. • Compatibility: All the items specified in this solicitation must be compatible with one another to make a workable communications kit. Vislink Model HHT3-ASSY-7008 or equal Hand-Held ISR Receiver Device • Must be capable of receiving the VISLINK Kamelyon HDT-1000 digital video transmitter. • Must be able of transmitting using L/S frequency bands of 1.7 to 1.9 GHz and 2.0 to 2.5 GHz through an encrypted DVB-T broadcast standard. • Must have a built-in Ultra High Frequency (UHF) data transmitter for remote control of cameras and transmitters. • Capable of receiving software and other digital updates via a USB based system. • Must have a built in 2.5GHz DVB-TSD recording card reader. • Must operate in the following three languages: English, Dari and Pashto. • Power Supply is to be a 12 - 36V Direct Current (DC) or of similar power usage. • Must be a rugged design, such as carbon fiber, for safe use at -20° to +50°C, an altitude of 4500 meters, and 72 hour exposure to environment with as high as 95% humidity. Display, Video Decoding, and Output for ISR Receiver Device • Minimum width screen of switchable 12" LED, sun light readable screen. • Capable of digital and analogue video and audio. • Able to display High Definition Multimedia Interface (HDMI) outputs. • A minimum of two built-in audio loud speakers. • Support a minimum resolution of 1080i and 720p at 50/59.94 fps • Capable of decoding MPEG-2 or MPEG-4/H.264video • FMV must be capable of output to Portable Media storage capability to record full motion video downlink to USB attached external media drive and must be capable of saving the FMV on a SDHC 128 GB SD card compatible with SDHC video output.
