Sources Sought - 4644664 Mice Testing Services Federal Business Opportunities (FBO) SOURCES SOUGHT NOTICE 1.Solicitation Number: HHS-NIH-NIDA-SSSA-SS-17-615 2.Title: Mice Testing Services 3.NAICS Code: 115210 - Support Activities for Animal Production 4.Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The Brosh lab in LMG has identified a compound which could be used in combination with chemotherapeutics to kill cancer cells and be used as a model for studying DNA damage pathways. Testing this compound in a mouse model of cancer is the next step in determining if this compound has potential therapeutic benefits and other uses. In 2016, a previous study was completed to determine the maximum tolerated dose of the client compound in mice. The next step in this ongoing project is to check for tumor shrinkage in a xenograft model using the same mice as in the previous study. Purpose and Objectives: The purpose of this requirement is to procure mice testing services to test compound alone and in combination with topotecan in CB.17 SCID mice to determine if the compound can reduce leukemia tumor size. Period of Performance: The period of performance shall be August 31, 2017 - October 15, 2017 Project Requirements: Contractor will test 4 groups of female CB.17 SCID mice (10 mice/group) with different combinations of compound and/or topotecan for 45 days. Contractor will provide topotecan for the study and the Brosh lab will provide the contractor with our compound. Contractor will formulate no more than 200 milligrams of compound so it can be delivered intraperitoneally into mice. Contractor will provide frozen tumors from 3 mice from each group to the Brosh lab. They will provide a final report within 4 weeks from the end of the study which includes the protocol, response summary tables, figures and raw data. Contractor must be IACUC accredited. LEVEL OF EFFORT: Project manager: 8 hours Chemist: 2 hours Animal technician: 45 hours Study Director: 8 hours Research Director: 2 hours Delivery / Deliverables: Contractor will provide flash-frozen tumors from 3 mice from each of the four study groups within 4 weeks after the completion of the study. Contractor will provide a digital final report within 4 weeks from the end of the study which includes the protocol, response summary tables, figures and raw data. In addition, contractor will provide online access to view up-to-date raw data from the study each day measurements or observations are made. Please provide a capability statement, this includes: •Provide evidence the respondent has performed services. •Provide evidence of similar previous contracts of research of the same magnitude. •Information regarding (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed project of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. The response is limited to one to two (1-2) page limit. The 1-2 page(s) do not include the cover page, executive summary, or references, if requested. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response must be submitted to Danielle R. Brown, Contract Specialist, at Danielle.brown2@nih.gov. The response must be received on or before Monday, August 14, 2017 at 12:00PM, Eastern Standard Time.
