Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number W91YTZ-17-T-0330 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 and Defense Federal Acquisition Supplement Publication (DPN) 20161222. This acquisition is issued on an SMALL BUSINESS SET-ASIDE basis under NAICS code 334516 and size standard is 1,000 employees. All responsible sources may submit a quotation which shall be considered by the agency. The purpose of this solicitation is a base year plus three (3) one year option periods for Reduced Oxygen Breathing Devices (ROBD) warranty maintenance is inclusive of labor and material necessary to maintain 6 ROBD units. All costs associated with maintenance and repair to include repair parts, test equipment, travel and materials not Government furnished will be included for units located at US Army School of Aviation Medicine USASAM; Fort Rucker, AL. Period of Performance: 1 September 2017 - 31 August 2021. Quotes are due by 22 August 2017 at 12:00 pm EST. Questions must be submitted via email no later than 15 August 2017. Their warranty and maintenance services will cover the next four years from the time of the award of the contract for the United States Army School of Aviation Medicine (USASAM), Bldg 301, 301 Andrews Ave. Fort Rucker, AL 36362 as directed by the Contracting Officer's Representative (COR). 1.1 BACKGROUND INFORMATION: The United States Army School of Aviation Medicine (USASAM) has been approved for bringing back the Initial Entry Rotary Wing students for putting them through hypoxia training using the Reduced Oxygen Breathing Device. 1.2 PERSONNEL. 1.2.1 USASAM has 15 staff members trained on how to use the ROBD's and all the emergency shutdown procedures. 1.3. PHYSICAL SECURITY. 1.3.1 The four ROBD's will be secured at all times behind a double lock system. 1.4. QUALITY CONTROL. N/A 1.6 QUALITY ASSURANCE. N/A 1.7 HOURS OF OPERATION. 1.7.1 Normal Hours. USASAM hours of operation are 0730 to 1615 EST Monday through Friday. Facility observes all Federal Holidays as follows: January 1st New Year's Day 3rd Monday in Jan Martin Luther King, Jr. Birthday 3rd Monday in Feb Presidents Day Last Monday in May Memorial Day July 4th Independence Day 1st Monday in Sep Labor Day 2nd Monday in Oct Columbus Day November 11th Veterans Day 4th Thursday in Nov Thanksgiving Day December 25th Christmas Day Facility also observes various Training Holidays in conjunction with Federal Holidays. 1.7.2 EMERGENCY SERVICES. N/A 1.8 CONSERVATION OF UTILITIES. 1.8.1 The ROBD's will be shut down once all training has been.completed SECTION 2: DEFINITIONS: N/A SECTION 3: GOVERNMENT FURNISHED PROPERTY AND SERVICES. 3.1 USASAM will have a place to secure the ROBD's when not in use. SECTION 4: CONTRACTOR FURNISHED ITEMS AND SERVICES. 4.1 The contractor shall provide all required material and accessories as necessary to perform the required on-line services. SECTION 5: SPECIFIC TASKS: 5.1 Create account on the Wide Area Work Flow (WAWF) to submit billing and receive payment 5.2 Provide ROBD's with all required material to put into full mission capability and will include the following items at no extra cost: • Four thermal mass flow controllers to mix breathing air and nitrogen. • Introduces pressure changes and gas concentrations as a function of altitude • Safety features built into this system include: • Prevention of over pressurization of the subject's mask • Prevention of reduced oxygen contents below those being requested for a particular altitude • Emergency dump switch that will supply 100% O2 to subjects • Built-in self-tests verify all system component functionality before the operation of system can begin. • Designed to work with bottled/cylinder gases • Integrated pulse oximeter and oxygen analyzer • One year warranty on parts and labor SECTION 6: APPLICABLE PUBLICATIONS AND FORMS. 6.1 Contractor shall provide two Operators guides.
