W912DQ17R7003 SYNOPSIS/SOLICITATION ATTACHMENT 2 W912DQ17R7003 SYNOPSIS/SOLICITATION ATTACHMENT 1 W912DQ17R7003 SYNOPSIS/SOLICITATION The U.S. Army Corps of Engineers (USACE) seeks a cloud-based information workspace and service that provides a highly collaborative program document management solution with an ability to retain multiple large technical documents and deliver an auditable history of the program. The objective of the Collaborative Program Workspace (CPW) is to support information sharing for all aspects of the planning, design, construction, and transition to operations of a replacement main office building and ancillary support buildings/infrastructure for the National Geospatial-Intelligence Agency's (NGA) site in St. Louis, Missouri. The new project is referred to as the Next NGA West (N2W) Program, and is estimated at approximately $850 million for the construction effort. It will be constructed in an urban location within the City of St. Louis, Missouri. USACE will manage the construction efforts on behalf of NGA, which will include numerous contractors supporting the effort as well as other stakeholders involved in the transition from NGA's current facilities to N2W campus. Teams will work in a highly virtual environment with team members contributing from all over the United States. The contractor-provided Software-as-a-Service (SaaS) cloud-based information sharing solution shall be hosted in a minimum of a Defense Information Systems Agency (DISA) approved Level 4 cloud environment that will provide a secure and collaborative workspace for information management and sharing. It will capture, control, and transfer files throughout the life cycle of the N2W program, and upon close out deliver a comprehensive record of the program. Complementing the system, the SaaS contractor will assist N2W team members with organizing technical and administrative information and prepare a tailored forum where information sharing and decision-making can be easily accomplished. The combination of the system and the service should be ideal for coordination and communication among various external partners and for tracking project interaction to potentially be used for claims negotiation.
