- John H. Kerr Powerhouse Security Services This notice is being posted as an avenue to provide Request for Quote, W912PM-17-T-0048. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(13), exceptions to publicizing contract actions, there will not be a pre-solicitation notice posted for this required action. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is reserved exclusively for Service-Disabled Veteran-Owned Small Business concerns. The solicitation number is W912PM-17-T-0048, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561612 with a small business size standard of $20,500,000. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95 effective 19 January 2017. * Any questions or inquiries concerning this solicitation must be submitted in writing via email to Karri Mares at karri.l.mares@usace.army.mil and Charlenne Figgins at charlenne.l.figgins@usace.army.mil and must be received at least 7 days prior to the due date/time for quote submissions. Description of Requirement: The contractor shall furnish all necessary labor, uniforms, badges, equipment, materials and supervision of unarmed security guards to satisfactorily perform protection and patrol services for the John H Kerr Powerhouse located at 5460 Buggs Island Road, Boydton, VA, 23917. Please see the attached solicitation documentation for more details. Wage Determination No. 2015-4323, Revision No. 5, and Date of Revision: 7/4/2017 (Mecklenburg County, VA) applies. Wage determinations may be found at www.wdol.gov. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. Technical acceptability shall be defined as evidence of: 1. TECHNICAL FACTORS: a. LICENSE: Must provide evidence of a current unarmed Security Officers certification for the state of Virginia in the name of the individual proposed to work onsite. b. PAST EXPERIENCE: i. Offerors are required to submit prior experience of recent and relevant contracts/projects. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required. ii. Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years. iii. A minimum of two (2) contracts/projects shall be provided to include: contract number, title of project, detailed description of work performed, and Point of Contact. Please do not submit more than three (3) contracts/projects. iv. In order for an Offeror to be determined technically acceptable, the offeror must show previous experience with the type of work described in the SOW. Offerors must show previous experience on a minimum of two (2) contracts/projects. 2. PAST PERFORMANCE: The contractor shall provide no less than two (2) and no more than three (3) previous contracts/projects that are recent and relevant as defined in factor 1.b.ii above. The Government will pull from the Past Performance Information Retrieval System (PPIRS), www.sam.gov, www.fapiis.gov and through communications with past customers. 3. PRICE Technical and past performance, when combined, are equivalent to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) PARTIES INTERESTED IN RESPONDING TO THIS RFP may submit their proposal in accordance with standard commercial practice (i.e. Proposal form, letterhead, etc.) and MUST INCLUDE THE FOLLOWING INFORMATION: Solicitation number; offeror's complete mailing and remittance addresses; discount terms, DUNS number, and Tax Identification Number. Any prospective awardee shall be registered and active in the SAM database prior to any award of a contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
