Description
US Customs and Border Protection (CBP) intends to negotiate on a sole source basis under authority of FAR 6.302-1 with Auton Systems, LLC, 149 McDonald Dr., Cranberry Township, PA 16066-5645 to provide ARMOR Software/Tool. CBP's Laboratory and Scientific Services Directorate (LSSD) Data Analysis Center - Threat Evaluation and Reduction (DAC-TER) is tasked jointly by DNDO and OFO-NIID with developing a Radiation Portal Monitor (RPM) Predictive Maintenance Tool - Advanced RPM Maintenance Operating Reporter (ARMOR) System. ARMOR will allow for the planning and replacement of parts/components of RPM(s) systems far before these parts/components fail and, therefore, provides continuity of radiological inspections at US Points of Entry (PoE), prevents radiological/nuclear threatening materials to be transported into the United States and substantially decreases the cost of maintenance. Auton Systems, LLC is the only contractor that has knowledge of error messages produced by RPM systems (and their structure) and the capability and proven delivery of a RPM predictive maintenance tool for multi-dimensional co-dependence of operational parameters of the maintained system. Auton Systems is also proven in the area of decision tree technology and building predictive maintenance software for other Government entities. Auton has proven to DHS that it has the capacity and extended history of collaboration in creating required and reliable tools. The North American Industry Classification System (NAICS) code for this acquisition is 541511, and the size standard is $27.5M. The Government intends to solicit and negotiate directly with Auton Systems. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to sonya.freeman@dhs.gov. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 16 August 2017 at 3:00 pm EDT, an award will be made to Auton Systems.
