- This is a COMBINED SYNOPSIS/SOLICITATION for sewer pipe repair using Simplified Acquisition Procedures found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS. The RFQ number is W9123617R0029. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-75 and DFARS Change Notice 20140721. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acquisition.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 238220 - Plumbing, Heating, Air-Conditioning Contractors and the Small Business Standard is $15.0M. The proposed contract is 100% set aside for small business concerns. The U.S. Army Corps of Engineer Norfolk District intends to award one contract in accordance with FAR 13.106-2. The Government will award a one-time contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation is most advantageous to the Government. The contractor shall provide all equipment, labor, materials, supplies, and tool required to repair the sanitary sewer and remove the abandoned solar water equipment located at the USACE Norfolk District Headquarters building in accordance with the Performance Work Statement. This announcement will close and proposals are due by 1:00 pm EST on, 21 August 2017. Late proposals will be handled in accordance with FAR 52.212-1(f). Signed and dated offers, to include a complete listing of all items, must be submitted to the US Army Corps of Engineers, Contracting Office, Attn: Sandra Kharan, Phone (757) 201-7643, E-mail: sandra.a.kharan@usace.army.mil. Oral communications are not acceptable in response to this notice. Offers shall be submitted via e-mail or mail only. The Contracting Officer will award a firm fixed price contract to the lowest price, responsible contractor whose proposal conforms to the RFP and is determined fair and reasonable. The intent of this RFP is to obtain the lowest priced proposed. Accordingly, award shall be made on the basis of the lowest price. Proposals which do not contain pricing for all items identified on the bid schedule shall be excluded from consideration for award. Price breakdowns (i.e., labor, man-hours, equipment, and material) as backup to the total pricing provided in the CLIN Schedule. The price breakdown is required to be submitted with the proposal. This information is required for the initial price proposal as well as any revised price proposals. The Government is not liable for any cost incurred by the offeror submitting an offer in response to this solicitation. Offers that are faxed shall not be accepted. The Government reserves the right to reject all proposals. The Government will not award a contract to a contractor whose proposal contains a deviation, as described below. The Government shall not award a contract to a contractor whose proposal does not contain pricing for all items contained on the bid schedule or whose proposal changes or deviates from any bid items. The contractor shall begin performance within 10 calendar days and complete it within 30 calendar days after receiving the notice to proceed. The performance period is mandatory. An offer guarantee is required. Offers providing less than 120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected. All proposals shall include price(s), FOB point, a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements.
