Description
The National Institute of Allergy and Infectious Diseases (NIAID) in support of the Viral Immunology and Pathogenesis Unit (VIPU) intends to negotiate on an other than full and open competition the purchase of quantity 151 of Fetal Bovine Serum (FBS) manufactured by HyClone Laboratories for cell maintenance (Lot#: AB10198867) with VWR International, LLC, 2039 Center Square Road, Bridgeport, NJ 08014. This lot is specifically reserved for VWR. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501 (a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Bethesda, Maryland 20892 approximately 30 days after receipt of award. The VIPU lab determines the mechanisms of immunity to various infectious agents, how the immune system clears pathogens, and how immune cell subsets aide in the response to viral clearance. The Viral Immunology and Pathogenesis Unit uses noble in-vivo imagine techniques, but also uses in-vitro techniques to tests hypothesis and grow the viruses needed for studies. Fetal Bovine Serum of superior quality is needed to keep cells healthy, thus, providing accurate results and data. Hyclone FBS is required for the lab's in-vitro studies and for the maintenance of cell lines. This serum is essential to the lab's cell cultures and animal studies. The current lot, which has been tested and reserved for VWR is essential, as it has been proven to keep the cell cultures and animal cells healthy, providing consistent results. No substitutes allowed. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same products may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1859957) to Akilah Bullock at akilah.bullock@nih.gov, by 6:00 pm eastern standard time Friday, August 18, 2017. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
