- SOLICITATION (RFQ) # 17Q0023 COLLECTION TRAILERS (Cardboard Recycling) THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number M00263-17-Q-0023 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Subpart 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 and DFARS Publication 20161222. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price contract for COLLECTION TRAILERS for Cardboard Recycling (Quantity: 9, Unit of Issue: EA), including delivery to Marine Corps Recuit Depot Parris Island (MCRD PI). This solicitation is a unrestricted acquisition with HUBZONE preference applied under the North American Industrial Classification System (NAICS) code of 336212 with a size standard of 1,000 employees. There is NOT a Non-Manufacturer Rule Waiver for NAICS 336212 and Federal Supply Code (FSC) 2330. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M00263-17-Q-0023 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer, or complete the Reps and Certs in the System for Award Management (SAM) and reference SAM completion in quote. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. All other additional contract requirement for this acquisition can be found in the attached SF 1449. The basis for award is Best Value using the tradeoff process. This procurement is being conducted under FAR Part 12 and Subpart 13.5 procedures. The apparent successful offeror shall have satisfactory/acceptable past performance. The Past Performance Information Retrieval System (PPIRS) will be used to evaluate past performance. If no data can be found in PPIRS, a past performance rating of unknown will be assigned. In the context of acceptability/unacceptability; "Unknown" shall be considered acceptable. See Section M of the attached SF1449. The Offeror is required to specify the country of origin of the item/supply, provide their DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The closing date and time for this solicitation is AUGUST 14, 2017 at 01:00 PM Eastern. Offerors are responsible for ensuring that their submitted quote has been received and is legible. All responsible sources may submit a response which, if timely received, will be considered by the agency. It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" in accordance with FAR 52.212-1(f). The written submission must arrive by the stated deadline in order for a proposal to be considered complete and to be evaluated. There is a 5 MB size limitation on email attachments. Failure of any portion of the proposal to arrive by the stated deadline will result in rejection of the entire proposal.
