Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of performing the work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Podiatry Council on Podiatric Medical Education (CPME) Statement of Work SCOPE OF WORK Repair of EO Fire Extinguishers FCP: 5116 2237 #: 561-17-4-5116-0070 FORCE #: VA-17-901077 VA Point of Contact: John.D Ambrosio@va.gov; Safety Manager 973-676-1000 x 2479 or 4716 Location Of Work: Department of Veteran Affairs Medical Center East Orange, New Jersey 07019 Scope Of Work: 1. General Repairs, Testing and Recharging of 248 fire extinguishers which will include the following: a. Hydrostatic testing to ensure pressure strength. b. Chamber de-rusting. c. Valve checking/resetting, replace if needed. d. Checking of all spare parts, replacement if needed. e. General repairs. f. Pressure recharging. g. Repainting. 2. Refilling of the following Fire Extinguishers, will be in accordance with NFPA 10 Standards, Manufacturers Specifications and D.O.T. Testing / Standard Procedures. Dry Chemical Extinguishers: 2 ea. 5 lb., 2ea. 20 lb., and 230 ea. 10 lbs. capacity FE-36 Clean Agent Extinguishers: 12 ea. 2.5 Gallon Pressurized Water Extinguishers: 2 ea. 3. Provide / Attach tags for each cylinder with proper date printed 4. Provide / Attach service inspection collar for each cylinder with proper date marked Other Terms and Conditions: 1. Refilled units shall be quality tested at facility before repainting for safety. 2. Refilled Dry Chemical fire extinguishers shall be subjected to chemical purity and weight testing. 3. The Contractor shall warranty on the materials supplied and workmanship. 4. Prior to pull out of the units for refilling/repair, the Contractor shall provide good condition spare unit(s) for fire extinguishers being pulled out with the same capacity and type of chemical. These will be used temporarily as spare units and will only be pulled out upon return/delivery of the same. ITEMIZED COST BREAKDOWN Description Quantity 1. 6 Year maintenance & Refilling of Dry Chem Extinguishers: 1. a. 5 lbs. capacity ( 2 units) 1. b. 20 lbs. capacity ( 2 units) 1. c. 10 lbs. capacity (230 units) 234 ea 2. 6 Year Maintenance & Refilling of FE-36 Clean Agent Extinguishers: (12 units) 12 ea 3. 5 Year Hydro Test & Refilling of 2.5 Gallon Pressurized Water Extinguishers: (2 units) 2 ea Grand Total 248 ea Any Other Requirements unique to the solicitation. None Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a formal synopsis and subsequent solicitation announcement will be published.
