Description
The US Environmental Protection Agency (EPA), Region 9 is requesting contractor assistance with a study for the Commonwealth of the Northern Mariana Islands (CNMI). The CMNI is a remote island chain in the western Pacific, approximately 4000 miles west of Hawaii, with a population of about 55,000 people. Tourism is the main economic sector of the islands and the market is comprised mainly of visitors from neighboring Asian countries such as Japan, Korea and China. The area involved includes the islands of Saipan, Tinian and Rota. The economy and population are expected to expand significantly over the next ten years due to greatly increased foreign investment. Several large-scale resort and casino developments on the islands of Tinian and Saipan are creating a need for CNMI to develop a master plan that will guide future development to ensure the protection and enhancement of both built infrastructure systems, such as roads, drinking water, wastewater, storm water, solid waste, and energy, as well as natural systems, including coral reefs, beaches and coastline, and watersheds. CNMI has identified challenges with the local permitting process and requirements for new developments, including both the potential to collect development fees and the process for reviewing and permitting new projects. A CNMI Resilience Workgroup has been working to consolidate partnerships formed through a Climate Change planning effort and recently updated the permit application to include a water and wastewater impacts assessment. However, this assessment needs additional data to determine likely impacts from recent and future developments. The CNMI, through their environmental agency, the Bureau of Environmental and Coastal Quality (BECQ) has requested assistance to identify data gaps and regulatory opportunities to assess the capacity of various infrastructure systems to accommodate future growth. EPA is requesting contractor assistance with the following activities: 1) the contractor shall conduct a literature review focused on economic development and hazard mitigation planning in the CNMI and evaluate existing CNMI regulations and associated statutes to understand the extent and relevancy of work previously completed to inform economic growth, smart growth, resiliency, and hazard mitigation planning in the CNMI; 2) the contractor shall conduct an on-site workshop to convene a discussion on developing and incorporating smart growth and resiliency practices into recovery and rebuilding and developing codes and policies to support smart growth and resiliency planning; 3) the contractor shall prepare guidance to inform and strengthen CNMI ¿s master planning efforts, which includes draft codes and policies to support smart growth and resiliency planning; 4) the contractor shall work with CNMI and federal agencies to develop a framework for local capacity building for the incorporation of smart growth principles into economic and infrastructure planning and 5) The contractor shall produce a final report It is anticipated that a single, firm fixed price, task order shall be awarded. The applicable NAICS code is 541620, Environmental Consulting Services with a size standard of $15.0 million. The solicitation will be set-aside 100% for Small Business. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (See FAR 52.219 14) under a procurement set aside for small businesses.
