Description
1. Introduction/Purpose In accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine the capabilities of the market and the eligibility of small businesses, service-disabled veteran-owned small businesses (SDVOSB) or socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) located in Atlantic City, NJ, has a requirement for the acquisition of The PerkinElmer ® Clarus ® SQ8T Mass Spectrometer (MS) and components listed in attachment - Item List. 2. Standard Language: Interested companies are reminded that: (a) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (b) Any costs associated with the market survey submittal are solely at the interested vendor ™s expense. 3. Nature of Competition: The acquisition strategy for the procurement has not been determined at this time. The results of this market survey will be used as a determining factor in deciding on the level of competition. Please note: Based on the FAA ™s AMS policy at 3.2.1.2.3, the use of agency wide contracts must be used to the maximum extent possible and the responses to this announcement will be used as a determining factor regarding whether the use of an existing agency contract vehicle is appropriate. 4. North American Industry Classification System (NAICS) Code: The projected NAICS code for this requirement is 334516 (ANALYTICAL LABORATORY INSTRUMENT MANUFACTURING). 5. Other: (a) The FAA does not anticipate a site visit prior to submittals in response to this market survey announcement. (b) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. 6. Delivery of Submittals: All submittals must be received via email at William.Bleda@faa.gov no later than 1:00 PM (EST) on Wednesday, August 16, 2017.
