- The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a sole source basis with Doble Engineering Company of Watertown, MA under the authority of FAR 13.106-1(b)(2), Soliciting From a Single Source, for power-factor insulation testing equipment with the following specifications: Hardware: - The output current must be 300mA for at least 4 minutes with an output voltage of 10kV using input sources of 120VAC and 20A. The test equipment should be able to perform this without an external power supply. - Removable field calibration module with the ability to calibrate at a minimum of 50% of current ranges without external devices, including resonating inductors. - Automatically sense input voltage with a range from 96 VAC to 264 VAC. - Must be able to perform all tests and safety functions from a single constructed test unit. - Must use a resistive element to prevent excessive dielectric losses and moisture buildup during testing. - Must be able to perform transformer turns ratio at a test potential of 10 kV using an external reference capacitor. - Must be able to perform leakage reactance testing with an optional accessory and be able to automatically calculate and analyze both single phase and three phase equivalent results. Must report both real and reactive components. - Must be able to perform capacitor bank testing with an external accessory and without needing to electrically isolate individual capacitors. - Must be able perform test measurements above 12 kV with the use of an external voltage source and reference element. - Must have an integrated temperature and humidity sensor whereupon values are automatically uploaded by the software. - Unit must weigh less than 100 lbs. - Must be able to meet the following environmental standards when removed from shipping crates: - Drop Test: IEC 60068-2-6 - Shock: IEC 60068-2-27 & ASTM D999.75 - Dry Heat: IEC 60068-2-30 - Cold: IEC 60068-2-1 - Vibration: IEC 60068-2-6 Software: - Must be able to perform data updates to current historical file systems. The current system is with Doble Engineering. - Must provide and be compatible with a centralized database for test results that allows benchmarking with several other users. - Software must have the ability to modify and update expert system limits from a centralized database. - Must be compatible with a software package having the ability to perform expert analysis by apparatus, type, and class where appropriate. Results must be based upon industry comparable statistics and experiences for a minimum of 50 years. - Software must have preconfigured test forms for multiple different apparatus types and tests. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13 pursuant to the authority provided under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. Based on market research and requirement for the availability of historic test data, WAPA has not identified any other sources that can provide the required products, software and services. If WAPA identifies no other capable sources by August 18, 2017, WAPA will issue a firm-fixed price purchase order for a one (1) year, plus two (2) option years, on or about September 15, 2017 to Doble Engineering. Delivery of all equipment is required by October 1, 2017. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 750 employees. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publically issued.
