- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION (RFQ) (AN RFQ DOCUMENT WILL NOT BE ISSUED/QUOTATIONS WILL NOT BE REQUESTED). The National Institutes of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina, is one (1) of 27 research institutes and centers that comprise the National Institutes of Health (NIH), U.S. Department of Health and Human Services (DHHS). The mission of the NIEHS is to discover how the environment affects people in order to promote healthier lives. The NIEHS as a primary function conducts, fosters and coordinates research on the biological effects of chemical substances and physical factors present in the environment, utilizing (1) its own laboratories and personnel; (2) contracts; and (3) grant-in-aid to universities for research projects, training, fellowships and environmental health centers. The NIEHS seeks by these means to develop understanding of the mechanisms of action of environmental substances, to provide the scientific basis for evaluating their extent and severity on a national scale, and to define and develop methods for diagnosis and treatment of environmentally induced illness. The NIEHS, Research Triangle Park, NC intends to negotiate on a sole source basis with Altmetric LLP for tracking & analyzing EHP's data on social media and news sources in support of the Environmental Health Perspectives (EHP) Journal. This acquisition will be conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13, Simplified Acquisition Procedures (section 4202 of the Clinger-Cohen Act of 1996) in conjunction with FAR Part 12, Acquisition of Commercial Items. The FAR as supplemented by the Health and Human Services Acquisition Regulation (HHSAR) will be used to evaluate the offer and award this requirement. The North American Industry Classification System (NAICS) code for this requirement is 519130 "Internet Publishing and Broadcasting and Web Search Portals" has a size standard of 1,000 employees. EHP is a publication of the NIH/NIEHS, is a scholarly online-only journal posted in a continuous publication format. Since it is a publication supported by the Federal government, content published in EHP is completely open access, and is free of any author publication charges or page fees. EHP seeks to obtain data on what social media and news sources (Facebook, Twitter, blog posts, major news outlets) are making reference to, citing, or sharing materials published in EHP, and assign an impact score to indicate the popularity of each article in comparison to other articles. This data will also be supplied for journals that compete with EHP. While there are other ways to track journal impact, doing so via social media and news sources is a specialized service. The Contractor shall appropriately track EHP's performance and popularity, in order to make good decisions about future article topics and marketing plans. The Contractor shall crawl the web looking for social usage of EHP's published scientific content, and aggregate the information for use by EHP (the work required is not solely a focus on citations in other scholarly content). This work shall include information from blogs, tweets, news articles, etc., which will enable EHP know how their content is being cited and/or used outside of the scholarly publishing ecosystem. The Contractor's system shall: - Provide EHP with data on what social media and news sources (Facebook, Twitter, blog posts, major news outlets) are making reference to, citing, or sharing materials published in EHP; - Assign an impact score to indicate the popularity of each article in comparison to other articles; - Supply this data for journals that compete with EHP. The Contractor is required to perform the following tasks: - Track citations, shares, and mentions of all published EHP articles and provide access to that data via the EHP website (for authors and readers), and via the contractor's interface (for EHP staff). - The contractor's embedded data shall be accurate and complete and shall be within the known limitations of the contractor's tracking abilities. - The contractor shall embed data into the EHP website using the embed codes that are part of contractor's public API. EHP's other existing web contractors shall be responsible for ensuring this code is correctly added to relevant article pages on the site. Timeline and Transition: EHP seeks to launch its system in late 2017. As such, the contractor shall commence work upon contract award. This notice of intent is NOT a request for competitive proposals; however, all responses received within five (5) days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within five (5) days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Altmetric LLP.
