Description
Wage Determinations Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG5405S17AA05 is being issued as a Request for Quotes RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006-86. The NAICS code applicable to this acquisition is 541712. The service contract act applies. Wage determinations can be found at https://www.wdol.gov/sca.aspx#0. Acquisition is full and open and not restricted to any business size. The USDA, ARS, SEA, Avian Disease and Oncology Laboratory, East Lansing, MI, has a requirement/need to purchase a service to prepare 30 WGBS screenings THE MINIMUM REQUIREMENTS INCLUDE: To perform a Whole-genome bisulfite library prep and deep sequencing with the following specificities: 1. Whole-genome bisulfite library preparation (including sample and library QC) for 30 chicken DNA samples (DNA samples will be provided). 2. Multiplexing WGBS libraries as 3-plex. 3. Sequencing the 30 libraries on a HiSeq 4000 platform at PE-150 format of 3 ERRBS libraries per lane in a total of 10 lanes for all 30 libraries. 4. The sequence data to be generated should be no less than 36 36Gbp (approximately equivalent to 30X of chicken 1.2 Gbp genome) per sample. 5. All sequence data files should have been subjected to QC or pre-QC procedures. 6. A technical report precisely describing all the procedures for lib-prep, sequencing, and QC is expected to be delivered along with the final sequence data. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature describing their proposed service in enough detail to ascertain whether the service meets the criteria listed above. REJECTION OF QUOTE: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1. a Quote on company letterhead detailing the item description, and unit price per item and total price; 2. descriptive literature, brochures, information on service and support; and 3. Offerors shall include a completed copy of the provisions FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERICAL ITEMS, with this offer; a copy of this provision may be obtained at http://www.acquisition.gov/comp/far/loadmainre.html. DELIVERY TO: USDA-ARS-MWA-Admin, 4279 E. Mt. Hope Rd., East Lansing, MI 48823. QUOTE PRICE MUST INCLUDE: any freight or shipping, as well as any applicable duties, brokerage, or customs fees. EVALUATION & AWARD FACTORS The Government will award a contract resulting from this solicitation to the responsible Offeror (s) whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Offers will be evaluated on price and equipment specifications. The contractor shall provide a copy of its standard commercial warranty -if applicable- with this response.
