Description
Statement of Work The USPFO for Texas intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all labor, materials, equipment and supervision necessary to complete the scope of work as described to renovate Building 1056, Ellington AFB. Place of performance is Houston, TX. The contract duration is 90 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $25,000.00 and $100,000.00. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation (solicitation number is W912L1-17-B-0002) is on-or about 23 August 2017. A pre-bid conference/site visit is scheduled for 23 August 2017, 9:00AM local time, at the following location: Ellington JRB 147th Civil Engineering 14657 Sneider St Houston, Texas 77546 Due to security conditions, all offerors must register to attend this conference and site visit. Email Jeff Meyer at the following address jeffrey.w.meyer4.mil@mail.mil. Be sure to include in the subject line of your email "Pre-Bid Conference/Site Visit" or your request might be overlooked. List names of all attendees. Every attendee will need a valid, Government issued i.d. card. This information must be provided in advance, 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site. You will be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the conference shall be made and furnished to all prospective bidders via posting at http://www.fbo.gov The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.
