Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is DESLES1721 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 336214 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-08-11 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Drum, NY 13601 The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: Incident Command trailer for police and Fire. Trailer must be at least 28ft long no longer than 30ft, be color white and made of metal/aluminum siding. Trailer will have one man door on the passenger side and one at the rear of the trailer. Trailer must contain a climate control unit for both heat and AC, must contain a gas generator to power climate control, computers and TVs. Trailer must also be able to be plugged into a power source to run everything/ shore power. Trailer will contain a larger sized mini fridge and microwave. Trailer must have small toilet and sink. Trailer will have aluminum non painted wheels, and a full length awning installed on the passenger side. The roof of the trailer will have a fold down observatory platform with rails and a remote spot light attached, roughly 8x8 in size. Trailer will also come installed with Fort Drum, Police and Fire decals installed. Trailer will also be installed to be cable ready and multiple electrical outlets installed. Trailer will also have two 15ft electric masts. Trailer will also have a an aprox 12x12 tent that can be attached to the back of the trailer. Trailer layout will consist of a U shape conference area with U shaped seating at one end. The conference area will include a 52in TV installed on the wall. The conference area will have a space dedicated for a lap top computer that will control a TV mounted on the wall. U shape seating will also have removable tables mounted around the u shape seating. Computer station will also control a TV mounted on the outside of the trailer, TV on the outside must be inside a weather proof case. Trailer will also have seating for 2 people to have workstations with a small table, and electrical outlets. two, two gang weather proof outlets will be installed on the outside of the trailer on each side. There will also be a comms closet installed by the workstation with 4 outlets in the closet. Driver side of the trailer must contain one slide out. Inside of the trailer will have at least one storage closet and there will be one outside storage locker. Flooring in the trailer will be made of durable linoleum. There will be at least one window on the passenger and driver side of the trailer. Colors of interior must be in the gray, white, tan, color pallet and the customer will be able to pick out if an award is given. Upon an award of a contract this trailer must be delivered in 180 days. This quote must remain valid for 90 days. Any unutilized space can be fitted for either seating or storage or both. Outside of the trailer will have scare lights mounted on both passenger side and driver sides with independent switches, all external compartments will contain lights. All lighting will be LED lighting. Inside of the trailer will come pre mounted with at least 2 white boards. All fabric for seating must be either vinyl or another durable material. General layout of what is needed is attached, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
