Description
This is not a request for a proposal, this is a notice that the U.S. Food & Drug Administration intends to issue a Sole Source award to Emka Technologies USA ("Emka") to procure slow signal analyzer for experiments to record the physiological responses of peripheral nerve stimulation in rodents for up to 6 months. The Government intends to issue a sole source award in accordance with FAR Part 13, Simplified Acquisitions, pursuant to the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements for the above stated service. This will be a firm fixed price purchase order. The experiments will be conducted for up to 6 months in rodents to monitor and record the physiological parameters such as ECG, core temperature and activity. Moreover, there will be studies on the autonomic nervous system, which is susceptible to changes upon contact with the experimenters. So having an implantable physiological monitoring system is the only option for such experiment. The product from Emka is implantable physiological monitoring system with supporting software. This meets the specifications of the experiments. Additionally the product is crucial for the experiment to gather acquired data during a recording session, as FDA is able to simultaneously obtain the data and analyze it without having to wait for months. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement to Sarah Hussain, sarah.hussain@fda.hhs.gov in writing and must be within five (5) days after the publication of this synopsis which will be considered by the agency. Responses received after 5 days or without the required information may not be considered. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone calls will be accepted.
