- INVOICE PROCESSING PLATFORM CLAUSE NOTICE AND CONSENT TO DISCLOSE AND USE OF TAXPAYER RETURN INFORMATION CLAUSE REPRESENTATION BY CORPORATIONS REGARDING A UNPAID FEDERAL TAX LIABILITY OR CONVICTION OF A FELONY CRIMINAL VIOLATION UNDER FEDERAL LAW CLAUSE Fiscal Year 2018 annual subscription renewal of print books and supplements, Non GSA titles. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. The Internal Revenue Service (IRS) intends to award a Firm-Fixed Price (FFP), sole source purchase order to West Publishing Corporation for the IRS Chief Counsel Library and Associate Offices for legal research. Period of performance is September 30, 2017 - September 29, 2018, (Covering the Period October 01, 2017 through September 30), 2018. A determination by the Government not to compete the proposed requirement based on responses received to this notice is solely within the discretion of the Government. Responsible contractors that can meet the requirements in this solicitation are welcome to respond with comprehensive quotes via email to Tiphenie.A.Wise-Traynham@irs.gov by 12 PM on August 24, 2017 (Eastern Standard Time). The vendor shall be selected based on the lowest priced technically acceptable. The following factors shall be used to evaluate offers: technical capability and price. The IRS Counsel Library and Associated Offices in the National Office require to annual print subscription of Non- GSA books and supplemental material. The vendor should provide legal information covering information for business, taxation, bankruptcy, litigation and regulation. Legal print material is relied on the Chief Counsel Attorneys to receive reliable and relevant information form the vendor in order to make informed and legal decisions on litigation, regulatory and taxation matters. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-88, effective 15 June 2016. This requirement is being procured using FAR Part 13, Simplified Acquisition Procedures. This acquisition is an unrestricted procurement. The NAICS CODE is 511120 - Books Printing. The Government contemplates to award a Firm Fixed Price contract resulting from this solicitation, TIRNO-17-Q-00216. Vendors must complete and send the three provisions, IR1052.232-7003--Electronic Invoicing Payment Requirements for the Invoice Platform (IPP) (Aug 2012), paragraph ( c ) Contractor Point of Contact Information, IR1052.209-9002-Notice of Consent to Disclosure and Use of Taxpayer Return Information, IR1052.209-9002 Notice and Consent to Disclose and use of Taxpayer Return Information and DTAR 1052.209-71--Representation by Corporations regarding a unpaid Federal tax liability or conviction of a felony criminal violation under Federal Law (Deviation 2015-00002) (Jan 2015), paragraph (b)(1)(2) that is included in the RFQ and attached on this notice Any quote received after the due date and time will not be considered and therefore be ineligible for award.
