Site Visit Instructions and Information Statement of Objectives for the Fort Bragg Integrated Range Control System (IRCS) Range Control 1.0 Overall Objectives: The IRCS performs as an interface or translator between the existing software being used to track all training on Fort Bragg in real time. The overall objectives are twofold: 1) To comply with the Army's mandate to bring the IRCS into compliance with the Federal Information Security Management Act (FISMA) and 2) Incorporate additional required capabilities upgrades to the overall system that currently do not exist. Priority of work will be FISMA compliance first. 2.0 Contract Objectives: The re-write of the IRCS interface to support range operations requires the development of Esri based desktop Applications Development Methods and Technologies. The current state of the IRCS is Windows Server 2003, Windows VISTA (client machines) and ArcGIS 9.2. The contractor will develop the IRCS Tools to interface with Windows Server 2012 R2, ArcGIS 10.4, and Windows 10 on the client machine, or higher, in accordance with the current Army Golden Master (AGM). Subsequent support contract efforts will enable Fort Bragg to upgrade the software to maintain future version compatibility requirements for AGM and Esri Standards. Because this system will not reside on the network, manual patch and upgrade as well as the IRCS installation software and instructions will be made available to Range Control for subsequent installs due to hardware changes. 3.0 Training Objectives: The contractor shall provide hands-on IRCS training for Firing Desk personnel. The training sessions shall focus on providing operational training. Training handouts shall be developed as reference information for the users of the system. The contractor shall develop an IRCS user manual and facilitator guide as part of the training. This training will be conducted on location in the Fort Bragg Control Room as the system progresses. Basic GIS training shall also be provided to Firing Desk personnel. This training shall provide instruction on the basic functionality of the GIS software. GIS training handouts will be available as reference material for the users. The contractor shall provide at a minimum, one (1) instructor for a five-day period to conduct training. The instructor will be available to assist the users with hands-on operations, covering IRCS and basic GIS functionality. Training shall not be copyrighted, and shall be suitable for future use and reproduction by Fort Bragg and the Department of Defense community. 4.0 Technical Support Objective The contractor shall provide technical support for addressing technical issues, and coordination related to IRCS, and associated initiatives for Fort Bragg. This technical support shall be provided for a 60-day period following delivery of IRCS. In the event of an extreme emergency such as a complete system failure or a loss of ability to control activities, that support must be able to report on location the same day as long as it is between Monday - Friday. The contractor shall provide ongoing support following the initial IRCS installation at Fort Bragg. This support shall include system configuration and resolution of ongoing support issues related directly to the functional requirements of the system. The contractor shall be on post at Fort Bragg for a maximum of six (6) visits beyond the 60 days in support of IRCS during the technical support period. The contractor shall provide two (2) individuals to deliver IRCS to Fort Bragg, with the staff available for two (2) days to assist in the installation and configuration of IRCS in the Fort Bragg Environment. 5.0 Program objectives: a. RFMSS is the standard range training operations system for the U.S. Army. RFMSS is used by the Firing Desk to schedule training activities. The system maintains training data, including range status and potential training conflicts, and allows users to maintain safe training operations. IRCS graphically displays range operations information. b. STARS is an aviation system that tracks aircraft routes. STARS provides a standard radar display of aviation activity. The contractor will develop the interaction from IRCS to read STARS information to display graphical aviation activities in conjunction with ground training operations. IRCS shall be designed to read the STARS log files and graphically display aircraft traffic. The air traffic data shall overlay the ground training information. c. IRCS shall utilize existing Fort Bragg GIS data to graphically display ground training operations. The existing geographical data will provide the basis to display ground training information. The contractor shall develop IRCS display to incorporate the GIS data with the STARS data into a combined graphical interface. Additional photographic data shall be integrated into the geographical display as available. Only existing photographic currently available on post shall be used in IRCS. The contractor shall not develop any additional photographic data for use with IRCS. 6.0 Functionality Objectives: The contractor will develop the IRCS toolbar with the required functionality: • IRCS Tool bar refresh button • IRCS Tool bar Zoom to extent of Fort Bragg • IRCS Tool bar Make Note • IRCS Tool bar Remove Note • IRCS Tool bar Calendar • IRCS Tool bar Restrict Roads • IRCS Tool bar Range Status • IRCS SDZ Toolbar • IRCS Tool bar Upload SDZ • IRCS Tool bar Delete SDZ • IRCS Tool bar Images • IRCS Tool bar Settings • IRCS Viewer Tool bar add in creation • IRCS Viewer Tool bar zoom to extent Wall display version • IRCS Viewer Toggle Legend • IRCS Viewer Toggle Radar Wall display version, toggle radar display on and off Additional Capabilities: • IRCS Draw/Measure Tool • IRCS Coordinate tool (Lat/Long/MGRS - locate by Mouse Click, Mouse over mode, Locate by coordinates) • Overall GIS view ability to switch layer view (MIM to Satellite to Roads, etc) • Ability to manipulate IRCS Tool Bar Note Feature - ie. Moving notes without recreating, changing existing font size/color • IRCS Viewer Tool Bar function to for basic graphic drawing • IRCS Tool bar Range Status update capability
