Description
In accordance with FAR 13.106-1 (c )(1), the Department of Veterans Affairs intends to perform oral solicitations for Intellivue G7 Anesthesia Gas Monitoring system This will be Brand Name requirement set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The North American Industry Classification (NAICS) code for this acquisition is 339112. To be considered eligible for award, all SDVOSB s must be registered/verified through Vetbiz.gov. If you wish to be included in this solicitation, please respond electronically to robert.hamilton8@va.gov by 3PM EST Thursday, August 10, 2017. This will be a brand name solicitation to the following Items manufactured by Philips Healthcare: The unit will replace the Philips M1026B Anesthesia Gas Monitor (AGM) which passed its manufacturer support 12/31/2016. This unit is part of the physiologic monitoring system used in the operating rooms. The Philips Intellivue G7 is the preferred replacement. The following items include (4) MP70 SW Upgrades, (1) MX800 SW Upgrades and (5) G7 Modules. The specifics are as follows: 1. (Qty-4) M8007AU - M8007AU_SUL - SUL Upgrade to SW Rev. L 2. (Qty-1) 865307 Intellivue MX800 SW Upgrades: 865307_DCL - DCL Doc. Set for SW Rev. Lxx; 865307_SUL - SUL Upgrade to SW Rev. L 3. (Qty-5) 866173 Intlellivue G7m Anesthesia Gas Modules 4. (Qty-1) H1028B_A07 - Installation Site Services A07 Project Management Implementation Services 5. (Qty-1) H1038B_A13 - Installation Site Services A13 Product Upgrade Implementation Solutions 6. (Qty-1) 890539_A01 Clinical Config and Impl Services (CMS) A01, 1 Standard Shift Since the new AGM will be part of the existing system, the following are critical characteristics: -The AGM must interface with the existing Philips physiologic monitoring system without adaptive interfaces and/or translators. -The AGM must be able to communicate data not only to the Philips system but also to the Innovian anesthesia record keeper in use by the anesthesia staff; also without interfaces and/or translators. -The AGM should mount into the Philips module rack system in use in the operating rooms. -The AGM must analyze and report concentrations of all volatile anesthesia medications used in this facility (desflurane, sevoflurane, isoflurane), as well as concentrations of inspired and expired oxygen, carbon dioxide, and nitrous oxide. -The above value will be displayed as both numeric values as well as waveform trends over time. -The AGM will also calculate minimal alveolar concentration (MAC). -As a safety feature the monitor will sample, analyze, and display mixed anesthesia agents. -The AGM will have a rotatable water trap to not only collect water vapor and prevent the water from entering the analyzing bench, but allow the unit to function in both the horizontal and vertical planes. -Individual alarm limits will be present for each gas and anesthesia agent. This is for: Spokane VA Medical Center 4815 N. Assembly St Spokane, WA 99205 Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. This notice satisfies the requirement at FAR 5.201 to synopsize proposed contract actions.
