- LCS Draft RFP This requirement is associated with the NAVAIR 4.11 Rapid Capability Engineering & Integration Department Industry Day; updates regarding the status of this procurement are provided under https://www.fbo.gov/spg/DON/NAVAIR/N00421/NAWCAD-Industry-Day/listing.html. The purpose of this announcement is to provide the DRAFT Solicitation for the 4.11.4 Special Communications Mission Solutions (SCMS), Life Cycle Support requirement, N00421-16-R-0072. DISCLAIMER: This is a DRAFT Solicitation to obtain industry input/questions. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. It is not a requirement that industry provide a response to this DRAFT Solicitation in order to submit a proposal. Description of Requirement: The Naval Air Warfare Center Aircraft Division (NAWCAD) Special Communications Mission Solutions (SCMS) Division, located at St. Inigoes, MD, integrates, delivers, and sustains products for Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems. SCMS provides in-service engineering for C5ISR systems onboard small and large craft, commercial and militarized vehicles, transit cases, mobile communications, fixed base stations, command centers and intelligence systems. These C5ISR products are funded by a broad range of customers including Navy, Special Operations Forces (SOF), Homeland Security, and other Department of Defense (DoD) and non-DoD agencies. To sustain these products, the SCMS Division maintains subject matter expertise in a broad range of technical and programmatic disciplines associated with in-service logistical support, training, and engineering. The designated Government Project Lead (GPL) will be responsible for all Project Management and Systems Engineering aspects of the project and selects and leads the Integrated Project Team (IPT) for project completion. The GPL will utilize this contract to obtain the Life Cycle Support (LCS) technical expertise and deliverables needed to complete each assigned project. The contractor shall provide LCS services for the in-service engineering of C5ISR systems. Systems consist of but are not limited to Radio Frequency (RF) communications systems, antenna systems, baseband audio/video data systems, signal routing/patching/monitoring, Communications and Electronic (C-E) remote control, Information Technology (IT), power/signal distribution, Audio Video (AV) and Video Telecommunication (VTC) systems (referred to as systems/subsystems throughout the remainder of this PWS). This includes legacy and current C5ISR systems and the in-service engineering support, integrated product support and C-E equipment/systems and subsystems training, and technical data and configuration management support of those systems/subsystems. A manager shall be assigned to oversee the performance of the aforementioned sustainment services, analysis, and the proper coordination with the SCMS Division Government point of contacts. The contractor organization shall include personnel with firsthand experience and knowledge in C5ISR equipment/systems and subsystems, training, technical data analysis and configuration management.
