Sources Sought SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES INTRODUCTION: The Defense Health Agency Contract Office National Capital Region (CO NCR), Falls Church, Virginia is seeking information on business sources that can provide non-personal service support as synopsized below. The purpose of this Request for Information (RFI) is a means of conducting market research to gain knowledge of interest, capabilities, socio-economic information, and qualifications of members of the business community who can support this requirement and to identify parties having the resources to support the requirement to provide Time & Attendance Management System to the Department of Information Technology Department at Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD. The i ntention is to procure these services on a competitive basis. PLACE OF PERFORMANCE: Services shall be performed for the various departments supported by the Information Technology Department, at Walter Reed National Military Medical Center, Bethesda, MD 20889-5600. DISCLAIMER: "THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP)". It does not constitute a solicitation and shall not be construed as a commitment by the G overnment. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only, and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Proposal (RFP), if any is issued. If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. Background: The current state of the administrative mission of documenting the labor hours worked is susceptible to intentional or inadvertent misrepresentation of hours worked due the employees' current practice of logging into a bank of shared computers and accessing the NCR Time Tracker on the WRNMMC Intranet current practice of "punch in" and punch out". The employees are experiencing frequent difficulties with accessing the system and long waits to properly clock in and out at times. Due to these frequent issues, some departments are utilizing the paper sign in and out logs, which increases the time management effort of the administrative support due to having to reconcile and consolidate the different data sources. It has been determined that full resolution of these labor management issues cannot be attained with current time management tools. Therefore a new solution is required to resolve the current issue. Scope of Work: The scope of work for the Time & Attendance Management System SOW includes all designs, planning, execution, implementation, installation, configuration, securing, and testing for all components of the Time & Attendance Management System. The selected Contractor shall be responsible for the design of each phase of the project and shall require approval from WRNMMC stakeholders before implementing and before moving onto the next stage. The scope of work includes all necessary DoD Risk Management Framework (RMF) accreditation, service, administration, maintenance and support; provision of service and maintenance support including technical service and system maintenance; provision and maintenance of all necessary licensing and continuing system software revitalization; and continual full operational maintenance and sustainment of the Command's Time & Attendance Management System services. The selected Contractor must ensure it has adequate resources to accomplish the objectives and tasks of the attached Statement of Work (SOW) within the time allowed. Specific deliverables and milestones are listed in the Work Requirements and Schedule/Milestones sections of this SOW. General Requirements: Biometric Time Management System The Contractor shall be responsible to implement, configure, and support the entire Time & Attendance Management System Solution to provide all the requirements as described in this SOW, to include providing and maintaining all hardware, software, and licenses necessary for every requirement in this SOW. Contractor proposals in response to this SOW shall describe any risks associated with the solicitation, including perceived problems with the requirements as described in the SOW as well as any risks associated with implementation of the contractor's technical approach; describe any techniques and actions to mitigate such risks; and explain whether the techniques and actions identified for risk mitigation have been used previously by the Contractor with success. The Contractor shall provide any other information the Contractor considers relevant to the solicitation. Each Contractor-provided Solution technical solution proposal for Time & Attendance Management System shall include the following top priority Objectives/Functions/Features: Biometric (multiple fingerprints per person), wireless/wired-ready, hospital-grade, easily sanitized, time-clock terminals for rapid punch-in punch-out and switching labor/charge code. (Fingerprints shall be stored/verified as a mathematical computation, not as electronic images/copies of the fingerprints.) Initial stand-alone complete hardware and software system with four (4) biometric time-clocks for fifty (50) users and five (5) managers to be implemented on a non-DoD network for Proof of Concept (PoC) purposes, to be entirely maintained by the Contractor. Time and Labor Management software with compatibility and ease of interface with other systems to include ATAAPS (Automated Time and Attendance) and DMHRSi (Defense Medical Human Resource System internet). (Required but not to be interfaced within the Period of Performance (PoP). On-premise implementation at WRB for all components of the solution. Integration with public Cloud or Internet-based systems will not be considered. The required Time & Attendance Management system software shall include the following capabilities to be used in relation to hourly contractors: Automatic Time Capture and Tracking Offline / Online Time Tracking Tracking of Hours for Billing & Invoicing Support Billable & Non-Billable Hours Multiple Billing Rates Expense Tracking Labor rate calculations Employee Database Reporting: Time-per-Project Detailed Analytics Automated Reporting Preparation of automated reports for the Contractor Managers, Contract Officer's Representative (COR) and the hourly contractor to show hours worked, key metrics, compliance, etc. Comprehensive Scheduling 24 hour Scheduling Vacation / Leave Tracking Requirements for system capabilities to be available for future utilization. Mobile Time Tracking Proven scalability to support 10,000 users or more. Payroll The required system software and devices shall be demonstrated by the Contractor to have been previously included in an implementation that successfully achieved DoD System Certification and Accreditation via DoD Information Assurance Certification and Accreditation Process (DIACAP) accreditation or DoD Information Assurance Risk Management Framework (DIARMF). If no contractor can provide satisfactory documentation or proof of current or prior DIACAP/DIARMF accreditation, the following alternatives may be considered, in descending order of preference: An active RMF accreditation in-process, not yet achieved. An expired DIACAP accreditation. A service-level Certificate of Networthiness A command-level Certificate of Networthiness Please reference the attached Statement of Work (SOW), which provides detailed information, not synopsis in the RFI. This information should be provided in the form of a white paper (Microsoft word.doc or PDF format) and should also inform of your company's past performance in manufacturing and delivering of the requested Time and Attendance Management System that addresses the physical, functional, and performance characteristics as identified in the SOW. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 12 pitch. The deadline for response to this request is no later than 3:00 PM EDT, 18 August 2017. All responses under this Sources Sought Notice must be e-mailed to the Contracting Officer, Martin Rios at martin.rios15.civ@mail.mil and the Contract Specialist, Evelyn Brew at evelyn.l.brew.ctr@mail.mil, (contractor with Information Technology Solutions & Consulting, LLC) in either Microsoft Word or Portable Document Format (PDF). No phone calls will be accepted. The estimated period of performance is anticipated to be a 12 month base period, and four (4) twelve (12) month option periods with performance commencing TBD. The contract type is anticipated to be Firm-Fixed-Price. Payment is only made for services performed. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. All questions must be submitted to the Contract Specialist identified. The Government is not committed nor obligated to pay for the information provided and no basis for claims against the Government shall arise as a result of a response to the this Request for information (RFI)
