Description
This is an updated Sources Sought Synopsis initially posted on 30 November 2016. This announcement is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a Request for Proposal (RFP) and no contract shall be awarded from this synopsis. The U.S. Army Corps of Engineers Europe District (EUD) anticipates the issuance of a Request for Proposal amending the original solicitation W912GB-14-R-0030 the 1 st Quarter of FY 2018 and the potential award of additional contracts under the FY15 Israel Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) On-Ramp procured during the 2 nd Quarter of FY 2018. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of interested construction firms who have the capabilities to complete and perform a contract of this magnitude, and to address any questions, recommendations, or concerns from Industry. Background of FY15 Israel MATOC IDIQ On-Ramp : Currently the Israel FMS Construction Program has $400,000,000 in on-going construction projects and $165,000,000 in Pre-award actions. The Program projects approximately thirty (30) $1M to $15M additional task orders on the FY15 Israel MATOC over the next 34 months remaining on the current contract. The FY15 Israel MATOC contract permits bringing on additional United States Contractor(s) under the On-Ramp procedures as planned for in the original Indefinite Deliver Indefinite Quantity (IDIQ) Solicitation W912GB-14-R-0030. The FY15 Israel MATOC at award was a $249.5M construction IDIQ with a base year ($49.9M) and four (4) option years ($49.9M each). Six (6) contracts were awarded on 18 Jun 2015. The contracts are currently in Option Year 2 with Option Year 3 to be exercised in Jun 2018. The number of current active contracts is four (4). The On-Ramp procedures as provided in the initial solicitation and contracts awarded are: “The Government reserves the right to re-open competition at any time during the term of the contract. The KO intends to periodically review the need for additional Contractors during the contract period of performance (PoP). If it is determined to be in the Government’s best interest to add Contractors, an on-ramp may be executed. When an on-ramp is used, the Government will advertise the reopening of the competition on FedBizOpps. All new awardees shall meet the criteria established in the initial solicitation. The evaluation and selection of awardees for any on-ramp will be the same as the evaluation and award criteria used for the initial basic contract awards. The anticipated number of awards will be announced in the reopening announcement posted to FedBizOpps; however the PCO has the discretion to award more or fewer contracts than the number anticipated in the solicitation depending upon the quality of the offers received.” “Any Contractor that received a basic contract award shall not re-compete. The new awardee(s) will compete with any existing or remaining Contractors for all task orders. Any additions due to on-ramps will not impact the contract ceiling. The ordering period for new awardees will not extend the overall maximum term of the original contract, nor shall it re-establish the contract base period. The new awardee(s) will be eligible to compete for future task order requests for proposal issued against the basic IDIQ contract. The Government will not consider unsolicited request for additional Contractors.” Description of Services : The U.S. Army Corps of Engineers Europe District may conduct a competitive procurement with the intent to award up to four (4) additional Firm-Fixed Priced (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) under the FY 15 Israel MATOC On-Ramp procedures for the purpose of providing repair, maintenance and construction services for Israeli Ministry of Defense facilities in Israel. The Government intends to evaluate and select, for contract award, up to four (4) additional qualified Offeror(s), whose Proposal(s) are determined to be the most beneficial to the Government, with consideration given to both the technical evaluation factors and price. The current contract has estimated magnitude of $150,000,000.00 remaining with Option Year 2 on-going through 17 Jun 2013 and Option Years 3 and 4 remaining. Each Option Year is $49.9M. The North American Industrial Classification System Code (NAICS) is 236220. Within the scope of the contract, the Government also intends to procure repair, maintenance and construction services for projects which may require a security clearance as detailed in this announcement. Task order request for proposals for projects which involve a security clearance will be restricted to those contractors which meet the requirements at the time of the task order proposal submission. Foreign Military Sales Requirement : The majority of work will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations will apply. The contract will be awarded and paid in U.S. dollars. This procurement will be restricted to United States construction firms only, in accordance with 41 U.S.C 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in the anticipated solicitation must be U.S. firms. Any joint-venture shall require each joint-venture participant to be a U.S. firm. Security Clearance Requirements : Some of the task orders under this contract may require a US Secret Facility Clearance (FCL). A fundamental condition for participation in any task order that involves a security clearance is that the Offerors must implement and execute all security clearance requirements. Offerors who wish to participate in task orders which involve a security clearance will be required to qualify their office and personnel in accordance with the solicitation Security Clearance Requirements. The Security Clearance Requirements are anticipated to be the following: 1.) Contractor shall hold or be able to obtain an approved US Secret FCL to store material classified at the time of contract award. To be clear, a US Contractor, who at the time of award of an On-Ramp contract, that does not hold an approved Secret Facility Clearance may obtain one during the life of the contract and thus be eligible for these projects. 2.) Any contractor who for any reason does not hold an approved Secret FCL at the time of issuance of a task order RFP will not be permitted to receive the RFP documents and submit a proposal. 3.) The specific security requirements will be task order dependent and provided for in the Special Contract Requirements (SRs) document with the task order RFP. Solicitation : The intended solicitation will consist of a two (2) phase design-build selection procedure; Phase I - Pre-Qualification of Offerors and Phase II - Requests for Proposals from Pre-Qualified Offerors. Phase I – Pre-Qualification of Offerors In Phase I of the Two-Phase design-build selection procedures, interested firms or joint venture entities (referred to as “Offerors”) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the work required by the solicitation. The Government will evaluate the performance capability of proposals in accordance with the criteria described in the original FY15 Israel MATOC solicitation: · Experience · Past Performance · Management Approach Phase II – Requests for Proposals from Pre-Qualified Offerors · Design Capability · Price Those Offerors determined to be pre-qualified will be issued a formal Request for Proposal (RFP) for Phase II. The RFP will include additional contractual requirements which the offeror will review in order to prepare a technical and price proposal. Response to Sources Sought Notice : Offeror’s response to this Synopsis shall be limited to five (5) pages and shall include the following information: Note : Clarifications and or questions shall be submitted in a separate word document and will not count towards the five (5) page limitation). United States Offeror’s name, addresses, point of contact, phone number, DUNS and CAGE Code, and e-mail address as well as a declaration of the Offerors interest in proposing on the solicitation when it is issued. Offerors capability to perform a contract of this magnitude and complexity to include Offeror’s in-house capability to execute this requirement, comparable work performed within the past five (5) years, a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project). Offerors shall provide at least three (3) examples. The following are the areas of interest to the Government regarding the Offeror’s response to the synopsis. § Projects which involve construction of base facilities. § Projects which involve renovations of base facilities. § Projects which involve airfield runway works (new/replacement paving) § Projects built in an active environment and phased construction. § Projects which involve design-build. § Projects with a cost between $1,000,000 and $15,000,000. § Projects that demonstrate the US Offeror’s experience working in Israel. § Projects demonstrating the US Offeror’s experience with construction projects built in the United States in the last six (6) years. For those offerors also interested in the projects requiring security clearances, submit the offerors capability to meet personnel requirements and the current status of holding an approved Secret FCL. If the offeror does not hold a current approved Secret FCL indicate whether the offeror has: 1) previously held a Secret FCL which has expired; 2) an FCL approval in progress; 3) plans to pursue an FCL, or 4) does not intend to pursue an FCL. Interested Offerors shall respond to this Sources Sought/Market Survey Synopsis no later than 03:00 PM US Eastern Time 22 August 2017.
