MARKET SURVEY - Request for Information (RFI): The Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) is seeking information from interested parties for Parts Availability Tool. This RFI is focused on identifying capabilities in the market place and obtaining related technical information for the procurement of a searchable parts availability tool to locate parts via commercial inventories. The envisioned item anticipated to be procured from a contractor as a result of a potential future solicitation is identified in the description below. Description: Parts Availability Tool: Internet accessible comprehensive centralized searchable parts availability from Government and Commercial databases. Availability to the tool is 24 hours per day, 7 days per week. Help Desk support available for user's issues with the tool to provide resolutions within two days. Detailed description contained in the attached Statement of Work (SOW). Requested Information: The Navy requests the following information from parties interested in responding to this RFI: a. Company Name, Address, CAGE code b. RFI Response Point of Contact name, telephone number, and email address c. Information describing company capabilities, resources, experience, and product lines that demonstrate an ability to provide the items described above d. Rough Order of Magnitude (ROM) cost estimate to provide the items in the quantity described above e. Feedback and questions regarding the feasibility or challenges for providing the items described above f. Information regarding the commerciality of the items described above Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government. Responses to the RFI are required to be received no later than 12:00 PM Pacific Time on August 25, 2017. Responses should be provided in formats compatible with Microsoft Office 2010 for Windows or Adobe Portable Document Format (pdf). Receipt of RFI responses will be acknowledged. RFI responses will not be returned. The mailing address for RFI responses is provided at the end of this announcement. Following the date of response submission, the Government may contact respondents to seek clarification of submitted information. The Government WILL NOT PAY for any information received in response to the RFI nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussions with the Government. Proprietary and Limited Distribution: It is incumbent upon parties providing responses to the RFI to identify all data contained within that is proprietary or has limited distribution requirements. All information marked as proprietary information will be safeguarded to prevent disclosures to non-governmental personnel and entities. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Additionally, any costs incurred by interested companies in response to this announcement will NOT be reimbursed and are NOT considered allowable direct charges to other contracts or tasking. Statement of Work (SOW) Engineering and Logistics Support Parts Availability Tool for Naval Surface Warfare Center, Port Hueneme Division 26 July 2017 Version 2.1 1.0 BACKGROUND 1.1 The mission of Naval Sea Systems Command (NAVSEA) Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is to provide In-Service Engineering, Test and Evaluation, and Integrated Logistics Support for surface warfare combat and weapon systems. This includes fleet maintenance, modernization, and technical support. In order to sustain this mission, the command requires access to a searchable parts availability tool to locate shipboard/submarine parts via commercial inventories. NSWC PHD uses the tool to provide engineering and logistical life cycle support for the U.S. Navy. 2.0 SCOPE 2.1 The tool shall provide services for access to a parts availability database to support NSWC PHD and its detachments (Everett, WA/Mayport, FL/Norfolk, VA/Pearl Harbor, HI/Rota, Spain/San Diego, CA/Yokosuka, Japan). The tool must support the requirements of a complex matrix organization with various sponsor-driven requirements to achieve the goal of providing solutions that can be leveraged across organizational boundaries. 2.2 The tool shall successfully integrate and coordinate all activity needed to execute the requirement. The tool shall manage the timeliness, completeness, and quality of all tasks performed by users. 3.0 REQUIREMENTS 3.1 System Availability 3.1.1 The Contractor shall provide access to an internet accessible comprehensive centralized tool set in support of NSWC PHD and its detachments worldwide. 3.1.2 The Contractor shall provide availability to the tool 24 hours per day, 7 days per week. If the system is unavailable for longer than 30 minutes, the Contractor shall contact the NSWC PHD Contracting Officer's Representative (COR) and provide a notification of the system outage and the resolution to bring the system back online. 3.1.3 The Contractor shall provide help desk support for user's issues with the tool and provide resolutions in an effective manner within two working days. 3.2 Parts Availability Tool 3.2.1 The tool shall include content with historical parts and National Stock Number (NSNs) no longer managed or available through the Federal Supply Schedules (FSS). The tool shall provide the means to manage cross-references between Original Equipment Manufacturer (OEM) part numbers and actual manufacturer parts list. 3.2.2 The tool shall provide users with the latest data available from Federal Logistics Information System (FLIS), Department of Defense (DoD), and Defense Logistics Agency (DLA). 3.2.3 The tool shall allow users to identify the part and the nomenclature of the parts. The tool shall provide a centralize connection to other data sources that include technical and performance attributes, lifecycle and end-of-life forecast, hazardous substance content (Restriction on Hazardous Substances (RoHS)/Waste Electrical and Electronic Equipment (WWEE)), form-fit functions replacements alternates, datasheets, change notices, and counterfeit alerts. 3.2.4 The tool shall contain the Navy Item Control Number (NICN) to National Item Identification Number (NIIN) and Navy Management Data File (NMDF) tools that are Navy specific. The tool shall allow users to directly search P2300/10/30 (for next higher assembly information), Master Repairable Item List (MRIL), and the List of Items Requiring Special Handling (LIRSH) tools and provides Standard Planned Maintenance System Material Identification Guides (SPMIG) to support the Navy Contractors. 3.2.5 The tool shall support batch uploading and reporting, allowing users to quickly process queries in minutes with the results being returned in a printed report or a download file. The download file shall easily be opened in Excel or imported into another internal application saving valuable re-keying time. 3.2.6 The tool shall provide current visibility to procurement history from multiple buying authorities within the U. S. Government. 3.2.7 The tool shall provide a link to the ISO Group. Leveraging a global network of authorized representatives and a network of 1.3 million suppliers, ISO Group delivers spare parts to Contractors, Maintenance, Repair, and Overhaul (MRO) facilities, Foreign Military Sales (FMS), the DLA, and all maintenance levels for defense, land, air and sea parts. ISO Group assists buyers in over 80 countries with their immediate, long-term and project-based spare parts requirements and can deliver US, European, and Eastern Bloc spare parts to anywhere in the world. In addition, it shall from within the interface, allow the user to submit a Request for Quotation (RFQ) to ISO Group for single or multiple parts, or upload the file containing a list of parts or a complete bill of materials (in any electronic format), receive quote information, place an order with ISO Group, and refer to a history of the user's requests and purchase orders. If the user is already a registered user with ISO Group (registration is free), the request will be received and acknowledged immediately, within the interface. Users shall also be able to view the most recent quotes and orders, within the interface; these include a menu item on the tool menu as well as access from the Fleet Logistics Information System (FLIS) brief results, FLIS Details/Summary, and Super Search Results pages. 3.2.8 The parts and logistics tool must be able to link to any mil-specs or commercial documents applicable to the manufacturer/QA/engineering of the specific part. These documents could be called out in the NSN technical characteristics or the CTDF file. In-product cross-referencing to these applicable documents will expedite the user's research and save valuable time. 3.2.9 The tool shall also provide access to Hazardous Material Safety Data Sheet Identifier (MSDSID) in the Master Cross Reference List (MCRL). Providing a unique computer generated identifier assigned to entries in the Hazardous Materials Information System (HMIS). This data element includes the five position Alpha Material Safety Data Sheet (MSDS) serial number, or the five position Alpha Articles without Material Safety data Sheet (AWOMSDS). 3.2.10 The tool shall automate product management, by linking information, people and process to support the identification of obsolescence issues, monitor component status changes, lifecycle and future availability of parts. 3.2.11 The tool shall provide color coding indicators next to the Original Equipment Manufacturer (OEM) part on each record making part selection easier and more accurate than the most preferred part. Also shall provide color coding next to the part(s) that are obsolete or discontinued evaluating the Reference Number Verification Code (RNVC) and Reference Number Category Code (RNCC) codes to make this designation. 3.2.12 The tool shall include an Allowance Parts List (APL)/Allowance Equipage List (AEL) database searchable by NSN/NIIN or APL/AEL number, and allow to download and /or print any APL and /or AEL associated with the NSN or NIIN that has been inputted. 3.2.13 The tool shall provide a batching capability to allow users to quickly process thousands of queries in minutes. The results can be returned in a printed report or a download file. A download file can easily be opened in Excel or imported into another internal application saving the user valuable re-keying time. 3.2.14 The tool shall provide the means to manage cross-references between OEM part numbers and actual manufacturer parts list. 3.2.15 The tool shall automate product management, by linking information, people and process to support the identification of obsolescence issues, monitor component status changes, lifecycle and future availability of parts. 3.2.16 The tool shall provide ways to search and analyze impacts and risks at the component, assemblies as well integrated access to NSNs to easily research components by part number, manufacturer or attributes to quickly compare side by side. 3.2.17 The tool shall provide in a combined single source access to military and federal documents like, but not limited to: Military Specifications and Standards (MSS), Commercial Item Descriptions (CIDs) Qualified Manufacturer List (QML), Data Item Descriptions (DIDs), Federal Supply Code (FSC) and others. The documents should be searchable beyond titles and abstracts search options but not limited to (Document number, Keywords, Organization, and Type), and allow users to create a project document list. 3.2.18 The tool shall provide in a centralize location access to DoD policies and procedures statements covering a broad range of subjects and disciplines within the department of the Navy. Samples of the policies are below but it's not limited to this list: Office of the Chief of Naval Operations (OPNAV), Secretary of the Navy (SECNAV), Naval Air System Command (NAVAIR), Naval Facilities Engineering Command (NAVFAC), Naval Sea System Command (NAVSEA), Naval Ordnance System Command (NAVORD), Naval Ship Systems Command (NAVSHIPS), Naval Supply Systems Command (NAVSUP) and others. 3.2.19 The tool shall provide in a combined single source access to DoD Standard, SAE International, Aerospace Industries Association (AIA) and historical Military Specifications and Standards. 3.2.20 The tool shall provide a single point access and searchable capability for engineers and sourcing professionals to identify the best components for their products with access to board-level components and categories from leading manufacturers worldwide including components technical attributes and documentation, lifecycle forecast, current availability, and pricing data. 3.2.21 The tool shall also have a Super Search feature which allows users to find parts not found in the FLIS. 3.2.22 The tool shall provide access to perform research and the ability to print extracts. It shall also provide the capability to filter to a specific component on an APL/AEL by using the "search within a search" capability. 4.0 RESEARCH AND PRINTING 4.1 The tool shall accommodate the Navy required microfiche wide printing capability. 4.3 The tool shall allow users to download and print search results, in addition to allowing users to customize search, download and print capabilities. 5.0 DELIVERABLES The Contractor shall provide monthly user reports. Identifier Name Description A001 Monthly User Access Report Document will be in a spreadsheet format showing at a minimum the following information: department, user name, product, time login and date accessed. Also include a 12 month usage roll up. A002 Product Denial User Report Document will be in a spreadsheet format showing at a minimum the following information: department, user name, product, time and date, accessed. Also include a 12 month usage roll up.
