- This is a Pre-Solicitation notice, the full solicitation with all drawings and specifications is expected to be published on or before 15 August 2017. The Lake Barkley and Kentucky Lock Shoreline Protection project consists of a base contract for construction of a rock training dike downstream of Kentucky Dam adjacent to Powerhouse Island, and an option line item for shoreline protection using geotextile fabric, choke stone, and riprap along approximately 2,355 feet of Lake Barkley shoreline. There are an additional six (6) option line items for shoreline protection to incremental sections of Lake Barkley shoreline adjacent to Canal Campground. Award may not be made to the lowest-overall priced bidder (base plus options) in accordance with FAR Clause 52.217-4, Evaluation of Options Exercised at Time of Contract Award. The Government intends to evaluate and award the base line item and as many of the option line items as possible based on availability of funding at time of award. Elements of the project will consist of the following: 1) Lake Barkley Shoreline Protection Option. Place riprap (Class III Rock with 2 foot minimum thickness) and filter stone (6 inch thickness) along Station 3+00 to Station 8+97 of Canal Campground for the shoreline protection. To support this work, a barge and excavator (and/or crane/clamshell bucket from the barge) able to put riprap and filter stone on the shoreline and excavate a toe trench at the foot of the riprap surface, and to remove trees and debris prior to placing filter stone and riprap. The placement of riprap and filter stone shall be accomplished from floating plant and the contractor is limited to 2 feet drop height of materials through the project site. The approximate quantity of riprap and filter stone to be placed for the Station 3+00 to Station 8+97 is 2,657 tons and 934 tons, respectively. 2) Kentucky Lock Training Dike. The training dike extends approximately 190 feet riverward from Powerhouse Island, with a 10-foot wide crest and 2H:1V side slopes. The crest elevation varies from 316 feet at the intersection with Powerhouse Island down to a bench from 300 feet to 298 feet, followed by a toe sloping down to the river bottom at approximate elevation 284 ft. Limestone riprap conforming to the R400 gradation shall be used to construct the training dike. Placement of riprap shall be accomplished from floating plant. The approximate quantity of riprap to be placed for the training dike is 4,000 tons. Elements of the additional option line items will consist of the following: Place riprap (Class III Rock with 2 foot minimum thickness) and filter stone (6 inch thickness) along Station 3+00 to Station 8+97 of Canal Campground for the shoreline protection. Option #2 - 162 tons and 58 tons, respectively. Option #3 - 164 tons and 59 tons, respectively. Option #4 - 232 tons and 78 tons, respectively. Option #5 - 256 tons and 90 tons, respectively. Option #6 - 450 tons and 138 tons, respectively. A guided site visit has been arranged to aid in preparation of offerors' bids for 17 Aug 2017, starting at 10:00 AM (Central Daylight Time). Participants will meet in the Lake Barkley Resource Manager's Conference Room, 200 Barkley Dam Overlook Drive, Grand Rivers, KY 42045. The Visitor Center telephone is (270) 362-4236. After a short briefing, participants will travel by land to Canal Campground to access the Barkley portion of the work. The dismounted access to the site will traverse rough terrain and thick vegetation. All participants are advised to wear appropriate footwear and clothing, and take necessary precautions against insects or ticks while participating in the site inspection. Finally, participants will travel by land to a Kentucky Lock public area for the training dike location. Persons wishing to participate in the site visit must register with J.W. Purcell via email at James.W.Purcell@usace.army.mil within 48 hours of the start time by providing name, phone number, company, and names and number of people from the company participating. For questions and /or concerns regarding the site visit, please contact J.W. Purcell via email. This will be the only organized site visit for this project. If you miss the scheduled site visit, no other arrangements will be made due to personnel availability and time restrictions.
