- 1) Upgrade and install on existing USN Flash Tester Qty 1 Lite *PROCUREMENT TYPE The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) Upgrade and installation services on the USN Flash Tester currently owned. This requirement is sole sourced to South Bay EDC, Inc, 955 W Chandler Blvd, Suite 14, Chandler, AZ 85225 due to unique capability. South Bay is the only vendor capable of performing this upgrade due to their proprietary knowledge of this equipment and it's end item use as they have provided continued support and hardware design which are proprietary to South Bay. This notice of intent is not a requested for competitive quotes; however, any firms believing that they can provide the materials may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the materials without causing programmatic hardship. The written response shall reference N6893617Q0187.
