- Justification for Other than Full and Open Competition US Army Corps of Engineers, Sacramento District FAR 6.302-1, Simplified Acquisitions 1. Contracting Activity: US Army Corps of Engineers, Sacramento District, 1325 J Street, Sacramento, CA 95814 2. Description of Action: This is a firm-fixed price, sole source purchase order. The purpose of this contract is to provide the Hydrologic Engineering Center (HEC) with software maintenance, development, and configuration support for Jasper Reporting Services. 3. Description of Supplies/Services: This sole source requirement is to provide HEC with future identified bug fixes for the Water Management Enterprise System's (WMES) Jasper Services implementation/distribution. This includes bug fixes and modifications to all aspects of the Jasper Services implementation/distribution. Programmer support for the Jasper Services is necessary during the in-house testing periods as well as during its production release periods to troubleshoot possible package/services integration issues, fix bugs, and address other issues, e.g., installation support. 4. The statutory authority permitting other than full and open competition. The Services Acquisition Reform Act of 2003 (41 U.S.C.§428a) as implemented by FAR 6.302-1 - Only 1 responsible offeror. 5. Reason for Authority Cited: Due to RMA’s continuous history of integral involvement of the source code for HEC HMS and this request being follow-on work, RMA is the only practical choice for this requirement. Any performance by any other contractor would necessitate lengthy interactions with government staff members, duplication of efforts that would result in exceeding the time restrictions and budget availability of the customer. Additionally it would negate any cost savings realized through competition. 6. Efforts to Obtain Competition: Due to RMA's continuous history of integral involvement of the source code for the Corps Water Management System (CWMS) and the CWMS Database, which is where the primary Jasper components reside, RMA is the only practical choice for this solicitation. However, a synopsis will be posted to the FEDBIZOPPS website. Any firms that believe they can provide the same support are encouraged to submit capability statements to that effect. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. Questions concerning this solicitation should be directed to Arnel D.
