- Attachment 3 - Price Schedule Attachment 2 - Specification Sheet Attachment 1 - Specification R17PS00702 - Yuma Desalting Plant Pressure Vessels Retrofit - Yuma Arizona Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. (ii) Solicitation number R17PS00705 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, 2005-95, January 19, 2017. (iv) This requirement is being issued on an unrestricted basis. The North American Industry Classification System (NAICS) Code for this acquisition is 333318 Other Commercial and Service Industry Machinery Manufacturing. The Small Business Size Standard is 1,000 employees. The Product Service Code (PSC) 4610 Water Purification Equipment. (v) List of line items, quantities and units of measure (includes options 52.217-6): Line Item 0010 - 8-inch End-port Pressure Vessels - Fifteen (15) each Line Item 0020 - 1.5-inch 316L SS welded pipe - Eighty (80) feet Line Item 0030 - 1.5-inch 316L SS welded pipe - Forty (40) feet Line Item 0040 - 3-Year Extended Warranty (8-inch End-port Pressure Vessels Item No. 0010) (See Statement of Work R17PS00702) OPTIONAL LINE ITEMS - ADDITIONAL LINE ITEMS MAY BE AWARDED AT THE TIME OF AWARD. SUBMIT QUOTE FOR ESTIMATED QUANTITY OF ONE (1) FOR THE FOLLOWING OPTIONAL LINE ITEMS: Line Item 0050 - 8-inch End-port Pressure Vessels - one (1) each (Estimated quantity: up to 264) Line Item 0060 - 1.5-inch 316L SS welded pipe - one (1) Foot (Estimated quantity: up to 3420) Line Item 0070 - 1.25-inch 316L SS welded pipe - one (1) FOOT (Estimated quantity: up to 1760) Line Item 0080- 2-inch 316L SS welded pipe (Estimated quantity: up to 3000) Line Item 0090 - 3-Year Extended Warranty (8-inch End-port Pressure Vessels Line Item No. 0050) - 1 EACH (Estimated quantity: up to 1) (vi) The Bureau of Reclamation (Reclamation), Yuma Area Office, has a requirement for pressure vessels, welded pipe for Main Plant Pressure Vessels Retrofit. These pressure vessels will be used at the Yuma Desalting Plant (See Statement of Work R17PS00702). (vii) Products shall be delivered FOB Destination to Bureau of Reclamation Yuma Area Office (YAO) 7301 Calle Agua Salada Yuma, Arizona 85364. Price must include shipping costs to the delivery address. The following provision is applicable to this commercial service acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items (Jan 2017) - addendum replaces the term "offer" with "quote" within the provision at 52.212-1. NOTE: One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. In addition to the requirements of the Instructions to Offerors - Competitive Acquisitions provision of this solicitation, each quoter shall submit a quote in accordance with the instructions contained in this provision. (A) GENERAL QUOTATION INSTRUCTIONS Submit quote in the following recommended format. Section 1 - Cover page Include: Company name, company website, Point of Contact name, Point of contact telephone and email. Section 2 - Quote Include: The quoter shall submit Section B of the order price schedule with its proposed total prices/costs for each contract line item and proposed unit price(s. In addition, a total proposed price consisting of the sum of all contract line items shall be submitted. Price will be evaluated for reasonableness. Section 3 - Line Item Number 0010 Specification Include: Line Item number 0010 specification sheet, all supporting documentation for line number 0010 All specifications on the specification sheet must be documented in the supporting documentation. Section 4 - Line Item Numbers 0020 and 0030 Specification. Include: All supporting documentation for line number 0020 and 0030. Section 5 - Line number 0040 Specification Include: warranty terms and conditions to include signed document(s) from an authorized representative(s) of either the Contractor or its subcontractor stating that 8-inch End-port Pressure Vessels will be warrantied for an extended period of 3 years from final acceptance by the Government in compliance with the terms of paragraph Part 2, B. Requirement Specification, Warranty Requirement, of the Statement of Work. (ix) 52.212-2 EVALUATION - COMMERCIAL ITEMSOCTOBER 2014 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability. (ii) Warranty. (iv) Price. For this solicitation, it is the Governments intent to award a contract to the responsive and responsible offeror whose quote is the lowest price after determining technical acceptability. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
