- AG-447U-S-17-0039 (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation replaces AG-447U-S-17-0038, which was cancelled. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number AG-447U-S-17-0039. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 113310 Logging. The small business size standard is 500 Employees. (V) See the attachment "Schedule of Items" for line item numbers. (VI) The National Forests in Mississippi required services to fell Southern Pine Beetle (SPB) infested pine trees in identified spots/blocks as further detailed in the Schedule of Items and Performance Work Statement. The contractor shall provide all materials, labor, equipment, tools, transportation, supervision, expertise, and other incidentals necessary, except as otherwise provided, to successfully complete cut and leave falling of southern pine beetle (SPB) infested trees using hand tools (chainsaws) and/or mechanical fellers on the National Forests in Mississippi in accordance with attached and referenced specifications. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred. (VII) Service location will be primarily within the boundaries of the Homochitto, Tombigbee, and Bienville National Forests. However, work could occur on other Ranger Districts within the National Forests in Mississippi. (VIII) FAR 52.212-1 Instructions to Offerors -- Commercial Items, applies to this acquisition. (IX) FAR 52.212-2 Evaluation-Commercial Items, applies to this acquisition. Offers will be evaluated on price and relevant past performance, and crew size and composition (equipment make and model, etc.). Non-price evaluation factors when combined are equal to cost or price in the award decision. The Government anticipates making multiple awards as a result of this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government and presents the best value, price and other factors considered. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quote or complete the representations and certifications online at www.sam.gov. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following clauses under subparagraph (b) apply: 1, 2, 14, 19, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 42, 44, 45, 46, and 56. The following clauses under subparagraph (c) apply: 2, 4, 8. (XIII) Additional contract requirement(s) or terms and conditions: see attached. Offerors shall be registered in the System for Award Management (www.sam.gov) to be eligible for award. (XIV) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (XV) Due to the urgent and compelling need to immediately begin work in multiple areas, the Government intends to evaluate offers as received and award IDIQ contracts / issue task orders before this solicitation ends as best meets the Government's evolving needs and based on the availability of funds. The Government additionally reserves the right to end this solicitation earlier than the posted end date if all anticipated work has been awarded. The final date for acceptance of quotes is 3:00 P.M. central time August 31, 2017. Quotes may be emailed to the attention of Gemaa Pelch, gpelch02@fs.fed.us.
