Draft Performance Work Statement 541712 - Full notice with attachments 541711 - Special notice directing industry to 541712 (Full Notice) 541511 - Same as NAICS 541711 541512 - Same as NAICS 541711 SPECIAL NOTICE: The Enhanced Maritime Biological Detection (EMBD) program will finalize development, and complete testing, integration and production of an automated biological point detection system that will detect, collect and identify biological warfare agents while reducing overall Operations and Sustainment (O&S) lifecycle costs. The EMBD System program is posting this Special Notice for market research, planning purposes ONLY and to allow comments from industry. This SPECIAL NOTICE is for information and planning purposes only and does NOT constitute a solicitation or request for competitive proposals. This SPECIAL NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved in submission of information in response to this notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any comments or questions submitted. Response to this SPECIAL NOTICE is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package associated with this announcement. The EMBD program is issuing this Special Notice to receive feedback from industry regarding the attached Draft Performance Work Statement (PWS) and attachments included in this Special Notice. Submission Instructions: All comments to this Special Notice must be received by 4:00PM EDT on 11 September 2017. Submissions (comments and questions) shall: 1. The EMBD system is a technology upgrade to the existing JBPDS. The USN will integrate an EMBD retrofit kit into a fielded JBPDS. The Contractor will build upon the upgrade efforts the PO completed under the JBPDS production contract. EMBD will be an automated sensor to rapidly detect, collect, identify and sample airborne Biological Warfare Agents (BWA) assessed to pose a threat to the USN. The EMBD consists of five (5) Line Replaceable Units (LRUs) that perform the following core biological defense functions: detection (Rapid Agent Aerosol Detector (RAAD)), collection (Wetted Wall Cyclone (WWC) Collector), identification (Lateral Flow Immunoassay Identifier), sample handling (Fluid Transfer System (FTS)) and local user interface (Computing and Control Subsystem (CCS)). The LRUs are integrated into the Biosuite Enclosure (BSE) and receive conditioned power from the Power Pack. EMBD can be controlled locally by the CCS and remotely by the External Controller Subsystem (ECS). In October 2009, the Joint Biological Point Detection System (JBPDS) achieved a Full Rate Production (FRP) decision which supported continued fielding of the JBPDS to the United States Navy (USN). The USN requested a product improvement effort to upgrade the JBPDS to decrease false positive detections, update the computing architecture to comply with cyber security requirements, combat obsolescence and decrease the overall O&S costs. Under the JBPDS production contract, the Product Office (PO) began work to upgrade the Biological Agent Warning Sensor (BAWS), computing subsystems and computing architecture. In August 2013, the JPEO-CBD signed a memorandum directing the JBPDS PO to support the Joint United States Forces Korea Portal and Integrated Threat Recognition (JUPITR) Advanced Technology Demonstration (ATD) to identify a JBPDS replacement or upgrade for the Navy. On January 23, 2017, the JPEO-CBD signed an Advanced Decision Memorandum (ADM) creating the Enhanced Maritime Biological Detection (EMBD) program. The objective of the EMBD acquisition is to develop and produce EMBD systems for Engineering and Manufacturing Development (EMD), First Article Testing, Logistics and Government Testing. As part of EMD, the Government will provide 10 legacy JBPDS units to the Contractor and the Contractor will be responsible to convert each into an EMBD system. Requirements include EMD engineering, development and manufacture of hardware, support of Government program, testing and logistics efforts and delivery of technical data. The EMBD acquisition also includes options for Low Rate Initial Production (LRIP) and Full Rate Production (FRP) of EMBD retrofit kits. Under LRIP and FRP, the Contractor will supply kits to the Government and the Government will be responsible for converting the fielded legacy systems. The EMBD Contractor will address obsolescence of the current EMBD retrofit kit, update the Windows 7 Operating System (OS), Application software and deliver systems in accordance with (IAW) the applicable system-level Performance Specification (PSPEC). After a Milestone (MS) C is achieved, Delivery Order options for LRIP and FRP retrofit kits may be exercised. The EMBD Technical Data Package (TDP) is export-controlled document in accordance with the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq.). As such, only vendors authorized to receive export-controlled information will receive access. If a solicitation is released, the restricted access will apply. The TDP is only accessible to authorized vendors, through Federal Business Opportunities under this Special Notice.
