This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the feedback provided. No solicitation document exists or is guaranteed to be issued as a result of this Special Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any feedback submitted, and the Government will not reimburse respondents for preparation of the response. Response to this Special Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The JECP program is issuing this Special Notice to receive feedback from industry regarding the attached Draft Performance Work Statement (PWS), Draft PWS Attachment List, Draft Government Furnished Property (GFP) List, Draft Contract Data Requirements List (CDRL), Draft JECP Components Tables, Draft Technical Manual for Navy Lithium Battery Safety Program, and Instructions for the Naval Lithium Battery Safety Program. Submission Instructions: All comments to this Special Notice must be received by 3:00PM EST on Friday, 25 August 2017. Submission shall: 1. Use Microsoft Word or Adobe Portable Document Format (PDF). 2. Shall be emailed to the email addresses provided below: brian.e.mazen.civ@mail.mil mackenzie.t.martz.civ@mail.mil OBJECTIVE: The JECP FoS provides a chemical, biological and radiological particles protection capability that can convert common structures and tentage into a collectively protected space or establishes a standalone ColPro shelter for the Joint Expeditionary Forces (JEFs). It allows for near normal operations for Command and Control and Rest and Relief operations, and protects sheltered personnel and critical equipment from Chemical and Biological (CB) warfare agents. When in CB mode, JECP systems provide the warfighter with percutaneous, respiratory, and ocular protection without the need for personnel to wear CB Individual Protective Equipment. The objectives of this effort are to (1) design, develop, manufacture and test Phase 2 units of the JECP systems for evaluation against the JECP System Performance Specification and Capabilities Production Document (CPD) in support of a Milestone C Full Rate Production decision; (2) build Phase 1 common components specified using the existing Technical Data Package (TDP); and (3) to develop integrated logistics products to support Phase 2 systems and support the design, and training requirements for Phase 1 interfaces as defined in the TDP.
