- This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved due to only one source being available (FAR 8.405-6(b)(1) or 16.505(b)(2)(ii)). IAW AR 190-11 ARNG Supplement 1 para 3-61 (5), the guidance states that 'ESS equipment must be installed & serviced by a certified vendor through ARNG-ILI-F Electronic Security Systems (ESS)'. This requirement limits authorized ESS equipment to only be serviced by those that are certified by NGB. BAP Security is currently the only vendor with all technicians fully certified for the installation of access control product in GA. The use of BAP Security is essential due to the unique processes, GALAXY TRAINING certification, and qualifications being utilized in meeting this requirement. This sole source requirement meets the conditions of FAR 6.302-1, only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 561621.This will be a firm fixed price contract. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may contact the USPFO for Georgia via e-mail at donna.l.spence2.mil@mail.mil and be considered by the government. If no responses are received by 1700 hours EST 16 August 2017, a Sole Source contract will be pursued with BAP Security.
