Description
UPDATE 8/10/2017: Questions and Answers Industry Questions and Government Answers Responses to RFI M67861-16-I-BW04 and Solicitation M67861-17-T-0054 Industry Question #1 : Will the Government provide the software release of each system, the total number of users, the total number of voicemail boxes, port counts, drops, etc. on each system for each location? Government Answer #1 : The Government has provided the most information available at this time in Solicitation M67861-17-T-0054. Please see the Performance Work Statement (PWS) Appendix-1 in the solicitation for the System Types and Brands at each location. No additional information can be provided by the Government at this time. ---------------------------------------------------- Industry Question #2 : Who is the current incumbent and what was the award amount? Government Answer #2 : There is no incumbent for this requirement. These services are currently being procured through a Government-wide Commercial Purchase Card (GCPC). However, in order to provide industry with some additional information please see the chart below which displays an estimate of yearly repair/maintenance costs for the past three years. These numbers are not exhaustive, but can be used as a basis. Government Answer #3 : No, none of the United States Marine Corps (USMC) Reserve Locations currently have a support plan. ---------------------------------------------------- Industry Question #4 : Will the vendor be required to work with the Network Provider or the USMC MCEN (Marine Corps Enterprise Network)? Will we have remote access? Government Answer #4: The vendor who receives the award will work with the Network Providers as necessary. No remote access will be granted because the phone systems are not accredited/approved to be on the MCEN data network. ---------------------------------------------------- Industry Question #5: Do any of the USMC Reserve locations have video endpoints that will need repair or maintenance? Government Answer #5: No, Video TeleConference (VTC) technologies are on the MCEN, so neither maintenance nor repairs will be required on video endpoints. ---------------------------------------------------- Industry Question #6: What is the difference between the USMC Reserve Locations & Equipment list and the Marine Forces Reserve (MARFORRES) Base Telephones Locations list? Government Answer #6: The USMC Reserve Locations & Equipment list contains locations that will be covered under the contract award for this requirement. The MARFORRES Base Telephones Locations list is for Marine Corps locations that currently have their telephone systems managed by the base they reside on. Maintenance is not required on those locations. However, if the situation of one of those sites changes and they are no longer covered under base telephones, the replacement telephone system will be procured separately and that location will be added to the USMC Reserve Locations & Equipment List. At that time, the Option CLIN for that fiscal year will be exercised and maintenance and repairs will be required, as necessary. Vendors shall provide a cost for option CLINs 0002, 1002, 2002, 3002 and 4002 in order to be evaluated prior to award. ---------------------------------------------------- Industry Question #7: What type of contract will this be? Will the Government consider a T&M contract? Government Answer #7: This requirement will be awarded as a Firm Fixed Price (FFP) contract. Other types of contracts will not be considered. ---------------------------------------------------- Industry Question #8: Are the current systems on a battery backup? Government Answer #8: Yes, most systems should be on a battery backup. ---------------------------------------------------- Industry Question #9: Will our repair/maintenance personnel be required to obtain a security clearance to get on base? Government Answer #9: No, however the vendor may be required to establish an escort on a case by case basis. ---------------------------------------------------- Industry Question #10: What falls under "in scope help desk maintenance" and what would fall outside of this scope? Government Answer #10: In scope help desk maintenance is described as providing a dedicated line or person(s) who are familiar with the requirements of this contract that can help field calls. Outside of scope help desk maintenance would be trying to diagnose the outage or problem over the phone. An on-site visit may be required upon receiving a service call. ---------------------------------------------------- Industry Question #11: What are the dispatch requirements? Government Answer #11: Dispatch requirements can be found in the PWS in this solicitation for response times. ---------------------------------------------------- Industry Question #12: Does this contract include new installations? Government Answer #12: No,adds, moves, or changes are NOT covered under this contract. If a service call is completed and it is determined that the current system is beyond repair and a new system is required, the vendor shall follow the instructions given in the PWS. ----------------------------------------------------
