Description
This is a Sources Sought notice and request for information only. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of vendors who can support the requirement. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose nor will the Government pay for information solicited. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. The Army Contracting Command - Warren has a requirement to provide repair parts for two Asphalt Mixing Plants (AMP) systems; one located at Fort Leonard Wood, MO, and another at Sierra Army Depot, Herlong, CA. The AMP is needed to provide asphalt teams with the ability to produce large quantities of asphalt to supply patch material for maintenance of existing roads, highways and airfields. The repair parts are necessary to ensure continued operability and safety of the AMP. The AMP is a portable drum-type, electric-motor-driven facility capable of producing a minimum of 150 tons per hour (TPH) of graded asphalt paving mix. There are nine AMP components which are tractor-trailer mounted and are interconnected for operation. The nine components are: • A bin system for storing the raw aggregate • A conveyor system for moving the aggregate to the mixing drum • A bulk liquid bitumen storage system and fuel tank for the burners • A drum for mixing the aggregate and bitumen • A particulate control system • A conveyor system that feeds the mixed asphalt into a storage/distribution silo • Generators with dedicated fuel storage tank • A control center and electrical distribution system; and • A solid bitumen drum-melter which is used when bulk liquid bitumen is not available. Each AMP component is transported by the M916 tractor, which is organic to the Asphalt Team. This requirement contemplates a potential Firm Fixed Price two option year contract in support of the Contractor Logistic Support (CLS) services. Interested parties are encouraged to be registered in the System for Award Management, www.sam.gov prior to responding to this Source Sought Notice. Interested parties that consider themselves qualified to provide the repair parts for the AMP are invited to submit a response to this Sources Sought no later than 3:00 PM EST August 25th, 2017.
