- Table I This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR Part 13.501(a)). The proposed source is Life Technologies Corporation, 5791 Van Allen Way, Carlsbad, CA 92008. Armed Forces Medical Examiner System (AFMES), Armed Forces DNA Identification Laboratory (AFDIL) has a requirement to procure customized Reagents and Consumables manufactured by Life Technologies Corporation. The required reagents and supplies are used to support the Armed Forces Medical Examiner System's Armed Forces DNA Identification Laboratory (AFMES-AFDIL) mission in extraction, amplification, purification, sanger and next generation sequencing, short-tandem repeat (STR), and capillary electrophoresis procedures for DNA identification of service members killed in current theaters of operation and from past conflicts (South East Asia, Korea, WWII). These reagents and supplies have been designed, previously optimized, and validated specifically to required forensic laboratory accreditation guidelines; including equipment-specific for the various procedures of DNA identification. The reagents listed in the attached Table I have been validated and through subsequent quality control checks have been proven by the government to be: reproducible from lot to lot, robust; reliable; and free from human nuclear and mitochondrial DNA contamination. Vendors that produce contamination free, reproducible and reliable reagents are essential for processing forensic casework samples and meeting AFMES-AFDIL mission requirements. There are no set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) for this requirement is 334516. with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals; however, if a vendor challenges the basis of this requirement, please email challenges and product capability statements (formats for submission: PDF, MS Word, or MS Excel) to Brian Miller at brian.d.miller1.civ@mail.mil, reference solicitation number W81XWH-17-R-0050. Closing date for challenges is no later than 4:00 pm local (Eastern Time), 25 August 2017. No phone calls will be accepted. Please note that a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
