Description
SOURCES SOUGHT #VA701-17-N-0164 The Department of Veterans Affairs is seeking sources that can supply MHR ORD-Behavioral Eye Tracking System for the activation of VA Pugent Sound Mental Health and Research Building (101), Seattle, WA. The scope of work will include delivery to the destination (FOB Destination). The contractor shall deliver and install the Behavioral Eye Tracking System. This is a new facility currently under construction. Please note, the site is considered an active construction site while the construction contractor is still performing work. The VA is conducting market research and is seeking written responses with information to assist with identifying potential sources that are interested in, and capable of, providing the products described in the Government s Salient Characteristics (see Salient Characteristics below). Please review the information contained herein and identify whether your company has the capability and interest to provide the brand name items listed or equivalent items that possess the salient characteristics as described. Complete responses to this notice will assist the VA in determining any potential set-aside for the requirement. Not providing all information requested in response to this notice may result in the VA being unable to determine a vendor potentially capable of satisfying the requirement and, subsequently, if the rule of two criteria is not met, a specific set-aside category may not be decided by the Contracting Officer. The estimated timeframe for delivery/installation is November 2017. However, since the construction contractor is still on site, delivery dates may need to be adjusted to accommodate the construction/facility activation schedule. Descriptions of the items are listed below. This sources sought notice is for market research purposes only. A determination on the contract type, mechanism for procuring the services, and possible set-aside will not be made by the Government until after the market research has been completed. No proposals are being requested or accepted under this synopsis. The anticipated North American Industry Classification System Code (NAICS) for the requirement is 334516 Analytical Laboratory Instrument Manufacturing. REQUESTED INFORMATION FROM INTERESTED VENDORS If you believe you can meet this requirement, please provide a complete response no later than August 14, 2017 at 10:00 AM (Eastern). A complete response satisfies the information requested below. The Government requests responders provide the following information: 1. Company information including name, address, point of contact, and DUNS Number 2. The make and model information for each item 3. If an equivalent item will be proposed, cut sheets containing specifications, 4. Authorized distributor verification letter 5. The contract number of any applicable GSA schedule if one exists from which these items can be procured 6. Please state Delivery Lead Time If your small business fits into a socioeconomic category, please indicate the socioeconomic category/categories. If identifying as a Veteran-owned Small Business (VOSB) or Service-Disabled Veteran Owned Small Business (SDVOSB), please indicate if your company is CVE certified by the Center for Verification and Evaluation to be eligible for the VA Veterans First Contracting Program. Responses must be submitted no later than August 14, 2017 via email to Sandra.mruk@va.gov and Grace.Kelly-Burnsworth@va.gov. This Sources Sought Notice is a required component of a complete and systematic process to evaluate interested parties to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this notice. Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement.
