Description
The proposed solicitation will be issued following the two-phase design-build selection procedures in accordance with FAR 36.3 and the tradeoff source selection procedures of FAR Part 15.101 and 15.3. The Government will evaluate phase-one proposals and select the most highly qualified offerors (not-to-exceed five) to submit phase-two proposals. Only the selected firms will be issued the phase-two design-build RFP and given an opportunity to submit phase-two proposals. The work for this project includes the following: P-250: Low-rise airframes shop facility with slab-on-grade shallow foundation, reinforced concrete walls and roof, including windows, mechanical, and electrical systems appropriate to Guam earthquake and environmental conditions. This facility includes space for the shops, battalion and squadron headquarters and warehouse functions. The facility will include shop space for dynamic component repair, aircraft structural and hydraulic repair, welding shop, machine/metal shop, tire shop, non-destructive inspection, composite repair, and support space for material storage, administration, training, male and female locker and restrooms, and mechanical/server equipment rooms. P-260: High-bay corrosion control hangar consisting of two bays: a planned maintenance interval bay and a corrosion control bay. Hangar will include support spaces for paint mixing, paint storage, gear and equipment storage, electrical, mechanical and communications rooms, change rooms, shower facilities, and administrative offices. The hangar structure will be sized to accommodate MV-22 and CH-53K aircraft. The corrosion control bay will be provided with a pre-manufactured aircraft blast and a paint booth each sized to accommodate H-1 and H-60 aircraft. Building will be constructed with reinforced concrete walls, flooring, slab-on-grade foundations, reinforced concrete roofing appropriate to Guam earthquake and environmental conditions. Estimated range is from $50,000,000 to $100,000,000. The North American Industry Classification System (NAICS) Code is 236220 and Average Annual Receipts is $36.5 million over the past three years. THIS PROCUREMENT IS UNRESTRICTED with the Small Business Administration ™s concurrence. All technical factors, when combined, are considered of equal importance to Past Performance. Phase-One Factors are: Factor 1 “ Technical Approach, Factor 2 “ Experience, and Factor 3 “ Past Performance. Phase-Two Factors are: Factor 4 “ Safety, Factor 5 “ Energy and Sustainable Design, Factor 6 “ Small Business Utilization, and Price. Contract award will be made to the offeror proposing the best value to the Government from a non-price and price standpoint. The contract completion period is anticipated to be 829 calendar days. The Phase-One Request for Proposal (RFP) will be available on or about 28 August 2017. Printed copies or CD ™s will not be issued. The RFP will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil/. Amendments will be posted to the NECO website. It is the responsibility of the offeror to check the NECO website periodically for any amendments to the solicitation. A Pre-Proposal Site Visit will be held after issuance of Phase-Two.
