Description
Sources Sought This is a Sources Sought to conduct market research and to determine the availability of vendors capable of providing the requirement to provide and install five hundred and sixteen (516) end of service life Valve Regulated Lead Acid (VRLA) batteries as described in detail in the attached DRAFT Product Description (PD). This sources sought does not guarantee the issuance of a Request for Quote/Proposal (RFQ/RFP). However, if a RFQ is issued, VA will follow the Contracting Order of Priority in accordance with Veterans Affairs Acquisition Regulation (VAAR) Part 819.7004. Based on responses to this sources sought, if multiple SDVOSBs, VOSBs, HubZones, or other small businesses are determined to be capable of providing the full requirement, VA will issue a RFQ as a set-aside as fair opportunity to the applicable socioeconomic category. If you have the ability to provide the equipment and services outlined in the PD, please respond to this sources sought with a statement of capabilities. If you intend to provide an equal to the brand name Enersys please provide descriptive literature on the equal product. If the entire requirement or an equivalent as outlined in the PD is available from your company under a General Services Administration (GSA) contract or other contract vehicle, please let us know in your response. Responses due August 17, 2017. Please respond directly via email to: belinda.espindola@va.gov and lino.vera@va.gov. Requirement The Contractor shall provide five hundred and sixteen (516) end of service life Valve Regulated Lead Acid (VRLA) batteries associated with the Uninterrupted Power Supply (UPS) Modules #1, #2, #3, #5, and #6) to match existing batteries specifications. The contractor services shall include providing materials and labor for removal of existing batteries, demolishing the existing end-of-life batteries; providing a certificate of disposal upon disposal; installation of new batteries with Eaton certificate of acceptance & warranty service upon completion of the batteries installation. See Attachment A of the PD for detail of existing UPS battery cabinet locations with battery quantities per cabinet identified. See Attachment B for picture of existing battery. See Attachment C & D of existing battery cabinets with required battery layout. NOTE: Attachment C shows twelve (12) batteries per cabinet (eighteen (18) cabinets each) and Attachment D shows fifteen (15) batteries per cabinet (twenty (20) cabinets each). Demo and dispose of existing lead acid batteries (516 each) performed as part of the purchase of the new batteries. A certificate of disposal will be provided to the Government upon completion of work. Battery specifications are outlined in the attached PD. The Contractor can provide brand name or equivalent as long as it meets the requirements outlined in the PD (attached). The contractor shall deliver new VLRA batteries (516 each) no later than (10) ten weeks after receipt of order.
