- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6 by Mission and Installation Contracting Command, Fort Belvoir (MICC-FB) to deliver, assemble and install training mats in support of the Combatives Training Center located at 1139 Lowen Road Fort Belvoir, VA. This combined synopsis/solicitation constitutes the only solicitation that will be issued. The combined synopsis/solicitation number for this RFQ is W91QV1-17-T-0114. This requirement is for a one time buy, single award. This combined synopsis/solicitation incorporates provisions and clauses. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation System can be accessed via the Internet at http://farsite.hill.af.mil/vffara.htm (FAR) and http://farsite.hill.af.mil/vfdfara.htm (DFARS). The North American Industrial Classification System Code is 339920-Sporting and Athletic Goods Manufacturing with the small business size standard of 750 employees. This acquisition is set-aside 100% Service-Disabled Veteran-Owned Small Business (SDVOSB). In order to be considered for an award, an offeror must have completed electronic annual representations and certifications at System for Award Management (SAM) accessed via https://www.acquisition.gov in accordance with FAR 4.1201(a). The offeror should also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the SAM to submit quotes and be eligible for award (NO EXCEPTIONS). For information on registering with SAM, visit www.sam.gov. Any questions concerning this solicitation shall be submitted to the contracting office via email to Courtney Laney no later than 10:00 a.m. Local Time, Fort Belvoir, VA, August 22, 2017. The Contract Specialist/Contracting Officer shall gather all questions from prospective vendors. Quotes for this combined synopsis/solicitation shall be emailed to Courtney Laney @ Courtney.n.laney.civ@mail.mil. Emailed quotes must be received on or before August 30, 2017, at 10:00 a.m. Eastern Standard Time. Quotes can also be hand-carried, provided through postal service and must be provided on or before August 30, 2017 by 10:00 a. m. Eastern Standard Time The Government will award a Firm-Fixed Price contract resulting from this solicitation to the responsible vendor whose quotation conforms to the solicitation and the Statement of Work. Statement of Work (SOW) For Combatives Training Center FT. Belvoir 1. BACKGROUND Building 1139 is the Fort Belvoir Combatives Center building. The Combatives Center building is used for providing The Army Basic Combatives Course and The Army Tactical Combatives Course for every Soldier that falls under the MDW umbrella. 2. OBJECTIVES To resume training at the Fort Belvoir Combatives Center. 3. SCOPE: The contractor shall provide, deliver, assemble and install designated training mats and other identified equipment. Main training area requirements 2 inches thick roll out mat 6 feet wide rolls 80% Gray color 20% Blue color CLIN 0001-Quantity-To cover 4500 square feet of space, Unit Price_____,Total Price____ 4. APPLICABLE PERFORMANCE STANDARDS The contractor shall provide the training mats. 5. DELIVERY SCHEDULE The vendor shall deliver, assemble and install all requested equipment no later than 1 October 2017. 6. SPECIAL REQUIREMENTS 6.1 Government-Furnished Property (GFP) 6.1.1 The Government will provide exact locations for training mats in Bldg 1139 Fort Belvoir Fairfax VA 22060. 6.2 Security Considerations The vendor shall be responsible for all documentation required for Fort Belvoir access. 6.3 Travel Travel cost in exclusion of original delivery fees is unauthorized. 7.
