- PRE-SOLICITATION NOTICE SYNCHRONIZED CLOCKS (PROJECT NO. LV07) INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting quotations and subsequently awarding a Firm-Fixed-Price purchase order for synchronized clocks and the hardware, software, and services necessary to install them from an authorized dealer for the Eastern Colorado Health Care System (ECHCS). Acquisition of these items is part of the initial outfitting and activation of the new VA Medical Center being constructed in Aurora, CO. DESCRIPTION The Contractor shall provide hardware, software, and all services necessary to install the required synchronized clocks. General Conditions Synchronized networked clocks are used in medical applications for documentation of patient events and adherence to schedules for patient care. This requirement is for digital clocks with 2.5 and 4 letter size, red LED digits (six-digit face) which can be easily seen by clinical staff. The clocks connect to Power over Ethernet (PoE) ports connected back to a customer provided server and software provided by the vendor. SALIENT CHARACTERISTICS Technical Requirements: Power over Ethernet synchronized clock system requirements and intent Equipment Features and Characteristics: The vendor shall provide a system complete with equipment that contains the following features or characteristics, at a minimum will have: 12- or 24-hour time display PM indicator light for use with 12 hour display Automatically adjust for Daylight Saving Time Alternating time and date display option LED dimmer option (75%, 50%, 25%) Power outage memory backup for up to 1 hour Operating temperature range: 32 °- 95 °F (0 °- 35 °C) and Storage temperature range: -20 °-185 °F (-29 °- 85 °C) Equipment: Surface Mounted PoE Clock (2.5 display) JSN F3200.B Quantity: 10 Basis of Design: Primex C2005X202E Specifications/Salient Characteristics: Dimensions: Clock housing: not to exceed 5 Height x 13.8 width x 2.2 depth Red LED digits: 2.5 letter size, Six Digits Portability/Mobility: Flush mounted into wall Utility/Power Requirements: Unit will be IEEE 803.3af compliant PoE (Power over Ethernet) 12.9 Watts peak power consumption RJ45 Connection compatable / Auto synchronization capability Surface Mounted PoE Clock (4.0 display) JSN F3200.A Quantity: 44 Basis of Design: Primex C2005X202E Specifications/Salient Characteristics: Dimensions: Clock housing: not to exceed 8.0 Height x 23.3 width x 2.4 depth Red LED digits: 4.0 letter size, six digits Portability/Mobility: Surface mounted on wall with 4o Slope Bracket Utility/Power Requirements: Unit will be IEEE 803.3af compatible PoE (Power over Ethernet) 12.9 Watts peak power consumption RJ45 Connection compatible Auto synchronization capability Additional Software and Accessories The following list the minimum requirements for supplies and accessories that are to accompany this item/system: Provide Applications Management Platform (AMP) web-based interface for managing the versioning and upgrades of the clock and SNS software. Provide Ethernet port for synchronization via Network Time Protocol (NTP); IT network provided by customer Provide clear plastic cover/guard with gasket to protect digital face of clock Provide mounting brackets for surface mounted clocks and flush mounting boxes for flush mounted clocks. Network Requirements: Clocks shall communicate with SNS Application Management Platform (previously provided by Primex through Kewit-Turner Construction Contractor) Installation Requirements The vendor is required to complete assembly and installation of all systems and items detailed herein. Planning has been conducted to ensure sufficient infrastructure (i.e., power, data, cabling/infrastructure and other utilities as necessary) is available at the installation locations for the items. The vendor is NOT required to provide any changes to the infrastructure of the building. Installation includes 49 items and does not include 5 spare items. The vendor is required to coordinate and complete installation at the Denver Replacement Facility with VA ECHCS. The vendor is required to define the need for a staging area to accommodate item assembly and installation, if needed. Post-award, this information will be confirmed with the vendor. The vendor is required to provide tools, labor and materials to complete assembly and installation of the items detailed in this document. The vendor will protect all finished spaces and surfaces at no additional cost to VA ECHCS. The vendor will be responsible for paying for and repairing any damage or noted deficiencies to finished spaces and surfaces that occur as a result of the vendor s (or associated sub-vendors) installation. During the entire duration of assembly and installation, the vendor will have a competent representative on-site as the vendor s contact, and to serve as the interface between the vendor and VA ECHCS. All instructions provided from VA ECHCS to the representative will be binding as if given to the vendor s main contact. For equipment only, upon installation the vendor is required to have equipment verified by a VA Representative to ensure it is in working condition according to the manufacturer s technical specifications. Verification by the VA Representative is required prior to vendor payment. Use of Premises During the performance of this contract, work will be carried out on VA ECHCS premises. The vendor will perform all work in such a manner that will cause a minimum interference with VA ECHCS operations and the operations of other vendors on the premises. The vendor will coordinate and cooperate with VA ECHCS s general vendor and construction manager during delivery and installation activities. The Denver Replacement Facility will be an active construction site during delivery and installation. The vendor will take all necessary precautions to protect the premises and all persons and property therein from damage or injury. The vendor will assume responsibility for taking precautions for the vendor's (and associated subvendors ) employees, agents, licensees, and permittees. Prior to starting work, the vendor and associated personnel (including subvendors) will be required to attend a general vendor s site safety training program, and adhere to its Personal Protective Equipment (PPE) requirements (i.e. hard hat, steel toe boots, high visibility vest, safety glasses, gloves). The length of the training will be between 1-4 hours, and is commensurate with the level of complexity involved with any services that may be required per section 5 of the Statement of Work. Warranty The item(s) shall come with the manufacturer s standard warranty and shall transfer in full to the VA upon delivery and Government acceptance of the item(s). All standard warranty clauses as stated in the FAR 52.212-4 and some from FAR 52.212-5 apply, as determined by the required item. Operations and Maintenance Provide current firmware updates and management for the synchronized clocks and SNS system via VA approval Cloud host. The Contractor shall provide technical support through a call center for VHA medical center Biomedical Engineering staff maintaining the clocks and SNS system. ADMINISTRATIVE The solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be advertised as a small business set-aside. The applicable NAICS code is 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables) with a size standard of 500 Employees. The solicitation will be issued on or about August 10, 2017 for approximately eight (8) calendar days. Offerors will be required to submit their quotes electronically via email. This notice is not a request for competitive offers. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office via email at ronald.shelko@va.gov (Contract Specialist) and michelle.rhodes@va.gov (Contracting Officer). Telephone calls will not be accepted.
