Description
The U.S. Army Corps of Engineers, Baltimore District has a firm-fixed price construction requirement for the Washington Aqueduct entitled West Filter Building Valve Replacements. The proposed procurement is a 100% Small Business Set-Aside; NAICS 237110 "Water and Sewer Line and Related Structures" with a size standard of $33,500,000. Project Description: The Washington Aqueduct provides potable water to approximately one million people in the District of Columbia and Northern Virginia. As part of the water treatment and supply system, the Washington Aqueduct utilizes three parallel sand filtration systems, one of which is in the West Filter Building. The West Filter Building contains ten (10) filter beds, which are operated through a manifold of 10 pneumatically actuated valves. The mechanical features are original to the construction of the plant and have been observed to leak and malfunction. The project involves the replacement of the filter valves, as well as the conversion of the actuator control system from pneumatic to electric. The project also includes the replacement of ancillary isolation valves, remediation of lead paint, and structural rehabilitation to the interior of large diameter piping and concrete surfaces in the West Filter Building. A design was awarded to an Architect-Engineer firm for the purposes of preparing biddable documents for the acquisition of a Construction Contract for this requirement. The West Filter Building Valve Replacements' work includes the replacement of approximately 110 large butterfly valves that range in size from the 18" to 84" diameter and outfitted with either new electric, hydraulic, and/or electrohydraulic valve actuators; providing electrical or hydraulic power for the actuators, replacement of flow measurement (i.e. venturi) devices, instruments, and controls; lead abatement and repainting of metal pipes; minor structural repairs and joint sealing of concrete walls. The valve and actuator work, as well as the ancillary piping, lead remediation and required electrical work are the major component in this project. The work involves coordinating the repair and replacement of equipment related to the filters within limited outage windows. The work is also located in a pipe gallery which is below grade within the building. In the pipe gallery, the piping work is to be performed at heights of 10 feet or more above the existing floor level. The magnitude of construction of this project is between $5,000,000.00 and $10,000,000.00. The construction duration is 402 calendar days from the Notice to Proceed. Additional information in accordance with the statement of work will be included in the invitation for bid (IFB) package. This solicitation will be available on or about 25 August 2017, bids due on or about 25 September 2017. A site visit will be conducted, date to be determined. The solicitation will be provided in an electronic format, free of charge to all authenticated account holders of Federal Business Opportunities (FBO) System. Please note that all Corps of Engineers acquisitions are considered sensitive, but unclassified documents, and require users to have a valid MPIN entered in the FBO system to access packages. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (237110 listed above) to this acquisition must be in vendor's SAM registration.
