Wage Determination CDRL 001 Appendix C Performance Work Statement Solicitation/Synopsis SOLICITATION F3Q0AC7151A001 is issued as a request for quotation (RFQ) This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as Request for Quote (RFQ) No. F3Q0AC7151A001. This requirement is set-aside 100% for small business. SMALL BUSINESS SIZE STANDARD: (a) NAICS: 484230 (b) Employees/Dollars: $2,750,000.00 Requirement: Relocate F-84F aircraft serial number 51-1386 from Barksdale AFB, Louisiana to the Museum of Aviation at Robins Air Force Base, Georgia. This is an historic aircraft and must be disassembled and moved with the purpose of going directly into temporary storage. Museum of Aviation personnel will reassemble the aircraft at a later date. All systems and components cannot be damaged during disassembly and transport. The J65 engine is installed in this aircraft and will require removal to accommodate disassembly. The contractor will construct a storage fixture as specified below for temporary storage of the aircraft and engine by the Museum. The end product delivered must be disassembled for storage as specified and all hardware and components inventoried and easily identifiable by United States Government (USG) personnel to insure completeness and free of damage. Exceptions may be considered by the end user and approved on a case by case basis. The contractor shall make all arrangements for access to the facility and aircraft for disassembly. The contractor must be totally self-sufficient during the disassembly process using contractor owned equipment and tooling. Disassembly must maintain the integrity of all structural and systems components. Packing, crating materials and shipping/storage jigs required are the responsibility of the contractor. The contractor shall be responsible for all modes of shipment, containers and cradles for safe surface shipment to Robins AFB. Permits, fees or other transportation arrangements and costs are the responsibility of the contractor. Reassembly of the aircraft is not required. The aircraft will be delivered disassembled to the Museum of Aviation, Building 1504 restoration facility. Limited support will be available and limited to normal workday hours. The aircraft must be delivered in a storage fixture that is no wider than 7 feet 6 inches, no higher than 7 feet 4 inches and no longer than 39 feet, 5 inches. The J65 engine will be separate and on its own storage fixture independent of the aircraft. All fixtures must be able to be moved with a forklift. During delivery USG Museum staff will inspect work to ensure no damage or compromise of the integrity of the aircraft occurs and is maintained and accomplished with no more than 1 rework. The contractor shall meet all storage and delivery specifications before acceptance by the USG. All federal and state environmental regulations must be complied with as well as all OSHA safety requirements. Representatives of the Museum of Aviation will accept the final product on the behalf of the USG. Criteria will include any in-process inspections as necessary to ensure integrity and final overall inspection of satisfactory general condition. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
