- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (HHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to: National Academies of Science 2101 Constitution Ave NW Washington, DC, 20418-0007 The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to the National Academies of Science to support the development a scientific program, and two-day workshop that focuses on the current use of continuous manufacturing technologies in the pharmaceutical industry. The support will be comprised of scientific, technical, analytical, and regulatory experts who will engage the appropriate researchers and product developers in the public and private sectors. The workshop will address both small molecule (particularly upstream), and biological product manufacturing, as well as the synergies in manufacturing the two kinds of products. The National Academies have extensive experience convening expert panels and stakeholders to provide objective, scientific assessments, and are in the position to produce a report on key findings for a critical understanding around the multi-level approaches. Moreover, the National Academies of Science is well suited to conduct the scientific planning and operational execution of this workshop because they have extensive reach into all scientific disciplines and can be relied upon to secure the most unbiased constitution of a scientific organizing committee that will be at the highest levels of technological expertise needed to successfully execute this workshop. This is not a solicitation for a competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same supplies/services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the government.
