- Sole Source Justification The U.S. Government intends to issue a sole source contract in accordance with MMAR 6.302-1, to IST America Corporation for purchase a custom bulit Next Generation Passport Ink Mist Control Device to interface electrically and mechanically to GPO existing CD- 1027-7 Heidleberg Press. See attached sole source justification for stated reason. This notice is neither a request for proposal or solicititation of offers. A determine by the Government not to compete this proposed effort on a full and open competiton basis, based on responses to this notice is solely withiin the discretion of the Government. Oral communication are not acceptable in response to this notice. All responses shall be sent to Contract Specialist Diana Boyde at dboyde@gpo.gov on or before August 16,m 2017 no later than 12:00pm, EST.
