- The National Cemetery Administration is soliciting quotations under solicitation number VA786-17-Q-0658. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. This combined synopsis/solicitation for commercial items is in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This acquisition is 100% set aside for Veteran-Owned Small Businesses (VOSB). The NAICS Code is 238210 Electrical Contractors and Other Wiring Installation Contractors, Small Business Size Standard is $15.0 million. The contractor shall provide all supervision, personnel, equipment, supplies, supervision, and other items and services necessary for installation of a control panel for the automation of the water system with a programmable logic controller (PLC) at the Fort Mitchell National Cemetery, Fort Mitchell, AL. This panel and PLC will allow for the automation and proper utilization of the existing irrigation system throughout the cemetery, and the continual pressure of the water lines within the cemetery. The contractor shall complete the work required in the statement of work within sixty (60) calendar days upon issuance of the Notice to Proceed. Multiple quotations may be submitted in response to this RFQ; see the FAR Provision 52.212-1(e). The contractor may submit alternative designs to be considered by the Government. Location: Fort Mitchell National Cemetery 553 Highway 165 Fort Mitchell, AL 36856 Prospective VOSBs must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. At the time of submission, prospective VOSBs must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of a quote and prior to award. The following factors will be used to evaluate offers: (1) Price, (2) Past Performance and (3) Technical capability. The contractor shall submit a list of similar projects undertaken in the past five years along with their quotation. The list shall include a description of the project and contact person with phone number and email address. Technical capability will be evaluated by how well the quoted products meet the Government requirement and will include examination of product literature, technical features and warranty provisions, as stated in the Statement of Work. Questions regarding this combined synopsis/solicitation must be sent to the Contracting Officer by email only at david.dixon2@va.gov no later than 2:00 PM ET, August 23, 2017. Telephone inquiries will not be accepted. Contractors are responsible for obtaining acknowledging any and all amendments or additional information at http://www.fbo.gov.
