- Sole Source Synopsis for Services The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Sole Source, Firm-Fixed-Price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to Leidos, Inc., Reston, VA for in-service information unique to the OEM covering minor design changes, logistical support, and operational assessment of the Oily Waste Ultrafiltration System, Model UF-1001, installed aboard the U.S. Navy's LPD-17 class fleet of ships. The Government intends to make an award prior to the end of the 4 th quarter of fiscal year 2017. The contractor shall provide a design evaluation report & valve recommendation, a letter report to document process for shipboard testing which addresses cyber security concerns, a letter report to detail design modification and preliminary drawing package revision, a MS Word document containing a red lined technical manual and APLs, and a modification drawing package. The anticipated Period of Performance is from the Date of Award to 4 months After the Date of Award. The NAICS code is 333318 with a size standard of 1,000 employees. The Product Service Code (PSC) for this effort is L046. Pursuant to 10 U.S.C 2304(c)(1), Leidos, Inc. is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
