Description
SOW USCG RFQ# HSCG32-17-Q-P04046 Sonar Payload for Autonomous Underwater Vehicle (AUV) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and no other written solicitation will be issued. This solicitation is being issued as a Request for Quotation (RFQ).The RFQ clauses and provisions are those in effect through Federal Acquisition Circular 2005-95. Background: The USCG RDC is currently evaluating unmanned technologies both for their application to Arctic missions and their application to the Coast Guard's 10 other statutory missions. The RDC is interested in analyzing the capabilities of autonomous vehicles and their payloads. This acquisition will allow the RDC to conduct testing on the operations and capabilities of Autonomous Underwater Vehicles (AUV) in an Arctic environment. The NAICS code for this requirement is 541990. FAR and HSAR Clauses/Provisions through FAC 2005-95 apply to this requirement Source selection will be based on a Lowest Price, Technically Acceptable (LPTA) basis. Offerors should submit a brief Technical Submission, not to exceed five (5) pages, addressing each of the Technical Evaluation Criteria in the SOW. A detailed description of the integration process shall be included with the response. Responses to each of the Technical Evaluation criteria will be rated either ACCEPTABLE or UNACCEPTABLE. In order to be determined ACCEPTABLE overall for a CLIN, technical submissions must be rated ACCEPTABLE for ALL of the Technical Evaluation criteria.. INFORMATION TO BE PROVIDED BY THE OFFEROR A. TECHNICAL SUBMISSIONS 1. Schedule CLIN 0001 Sonar Payload compatible with Bluefin Sandshark Micro AUV The sonar payload shall be able to be fully integrated on existing government owned AUV specifically the Bluefin Sandshark Micro AUV. Offerors should describe the technical specifications for CLIN 0001, and address how the contractors meet each the technical requirements listed in the SOW including a detailed description of the integration process. 2. Past Performance Offerors should provide telephone and e-mail contact information for three references for which they have performed similar work to that in the SOW. References will be contacted and asked to rate the quality of the offeror's work on an ACCEPTABLE/UNACCEPTABLE basis. B. PRICING SUBMISSIONS CLIN 0001 Sonar Payload for Unmanned Underwater Vehicle (AUV) (See SOW for technical specifications) Offerors should provide a firm fixed price, FOB Destination quote, for CLIN 0001. The Government reserves the rights to make an award without discussions and to make no award for this RFQ. PLACE OF DELIVERY, FOB Destination: USCG, RDC 1 Chelsea Street New London, CT 06320 SAM REGISTRATION/OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prospective Offerors must be registered in the SAM database prior to award. Information on registration may be obtained electronically at https://www.sam.gov/portal/public/sam/ or by calling 1-866-606-8220. If currently registered in SAM, please provide a DUNS number. If the Offeror has not completed FAR 52.2123, Offeror Representations and Certifications -Commercial Items in SAM, the Offeror shall include a completed copy of that provision with their quote.
